About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition document dated May 2026, signed by Kacie Halpain, Contracting Officer at 97th Contracting Squadron, Altus AFB, OK on September 10, 2026.

The document approves a sole source award of a recurring commercial service contract to GREEN AND SUSTAINABLE SERVICES, LLC for biological drain treatment services at Altus AFB kitchen facilities. The contractor must furnish and maintain biological drain treatment systems, provide biological treatment media, perform monthly preventive maintenance and repairs, and replace failed units as necessary to reduce odors and prevent drain blockages. The contract type is firm fixed price with incremental funding. The acquisition authority cited is 10 U.S.C. 3204(a)(1), which permits sole source procurement when only one responsible source can satisfy agency requirements. Market research demonstrates a highly limited vendor pool in Altus, Oklahoma; prior solicitations posted to both GSA eBUY and SAM.gov received only one offer from this single capable vendor. Current research through GSA and SAM.gov searches and direct vendor outreach under the applicable NAICS code identified no alternative sources capable and willing to provide this specialized service. The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with FAR Subpart 15.4. The document includes signature blocks for the Contracting Officer and Technical and Requirements Personnel certification.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: AETC Contracting Activity: 97 CONF/PKA

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a recurring commercial service requirement on a sole source basis to GREEN AND SUSTAINABLE SERVICES, LLC . The contractor will provide biological drain treatment services in Altus AFB kitchen facilities.

The contractor must furnish and maintain biological drain treatment systems, provide the biological treatment media, perform monthly preventive maintenance and repairs, and replace failed units as necessary in order to reduce odors and prevent recurring drain blockages.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The requirement is for the contractor to provide contractor-furnished biological drain maintenance systems, associated dosing equipment, biological treatment media, monthly preventive maintenance, inspection, testing, repair, replacement parts, and replacement of unrepairable units as necessary to reduce odors and prevent recurring drain blockages in designated facilities on Altus AFB. The total estimated value of the requirement inclusive of all options. The contract type is firm fixed price, with incremental funding.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

RFO 12.201-2, Other procedures - 10 U.S.C. 3204(a)(1)

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The authority RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, is being used because current market research indicates a highly limited vendor pool for the required biological drain treatment service to support Altus AFB. The prior contract was posted to both GSA eBUY and SAM.gov with each post receiving only 1 offer from the single vendor capable of providing this service. Current market research conducted by online searches of GSA and SAM.gov, along with contacting vendors under that NAICS have not identified any change in the market. The nature of the acquisition is a recurring commercial service requirement, the current market in Altus, OK is highly constrained. At this time, market research supports the conclusion that only one responsible source has been identified that is both capable of and willing to satisfy the requirement.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Current market research indicates a highly limited vendor pool for this requirement. Historical market research and prior solicitations for this requirement identified that only one quote was submitted in response to the solicitation. Additional market research was conducted by reviewing vendors under the applicable GSA MAS and direct vendor outreach. The barrier to competition is a very limited commercial vendor pool capable of and willing to perform the biological drain treatment services in Altus, OK.

Current market research supports posting a Notice of Intent to Sole Source to support justification for other than full and open competition under the only one responsible source authority.
