About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration has issued a Special Notice announcing its intent to award a succeeding lease for the Columbus Behavioral Health Clinic located at 2720 Airport Drive in Columbus, Ohio. The notice indicates the VA plans to award the lease to Port Columbus Holdings, LLC under the authority of General Services Acquisition Manual (GSAM) Part 570.402, which allows sole source lease awards when competition would result in substantial cost duplication. The current lease for the clinic expires on July 20, 2026, and the VA requires continuity of operations for its outpatient medical services. The notice specifically covers a clinical space requirement of approximately 9,365 net usable square feet (NUSF) within a defined geographic area in Columbus. This advertisement serves as an informational notice rather than a formal solicitation for lease proposals.
The primary objective of the Special Notice is to provide an opportunity for potential alternative lessors to demonstrate their capability of meeting the VA's specific facility requirements. Interested parties are invited to submit a written statement of capability by 11:59 AM local time on March 11, 2025, to either Lease Contracting Officer Lee M. Grant or Lease Contracting Specialist Michelle M. McGhee. Contractors must be able to provide a facility that meets all VA requirements for outpatient medical services and is located within a precisely delineated geographic area bounded by specific roads and highways in Columbus. The proposed lease terms include a 10-year period with a 5-year firm term, and the space must be available for occupancy by June 1, 2026. Potential respondents should note that the VA assumes no obligation to award a lease based on responses and will not reimburse any costs incurred in preparing capability statements. The notice emphasizes that this is solely an exploratory process to determine whether a competitive procurement might be warranted.
