About this opportunity
The 17th Contracting Squadron of the Department of the Air Force Air Education and Training Command posted a Notice of Intent to Award a sole-source, firm fixed-price lease contract on February 24, 2026. The contract involves the continued lease of temporary modular dormitories at Goodfellow Air Force Base in Texas that currently house approximately 384 technical training students. The Air Force intends to award this follow-on requirement to the incumbent contractor, Modular Management Group, Inc., which has successfully maintained similar lease agreements for the past five years. The sole-source justification is based on the contractor's existing on-site infrastructure, specialized knowledge of the facility systems, proven performance record, and the operational necessity to maintain continuous housing for students during the construction of a new permanent 400-person dormitory. The lease agreement is projected to begin in June 2026 and will continue until June 2028 or upon construction completion of the new permanent dorm, whichever occurs first.
The primary objective of this contract is to maintain uninterrupted housing and operational continuity for technical training students while avoiding the substantial costs and disruption associated with facility displacement. Interested contractors must submit capability statements, manufacturer authorization letters, and pricing proposals by 1300 CDT on March 11, 2026, to either 2Lt Michael Lehnhardt or TSgt Elzara Kimalova. The contract consists of one base year (June 2026 through June 2027) and one option year (June 2027 through June 2028), structured as two contract line items. Key deliverables include continuation of the modular dormitory lease without service interruptions, replacement of all mattresses with new coil inner spring units within 90 calendar days, and relocation of smoke detectors in the 23 five-bedroom sleeper trailers to comply with NFPA 101 standards. Contractors must maintain the facility for routine and emergency maintenance with a two-hour emergency response requirement and must comply with OSHA standards, NFPA codes, and Air Force security requirements, including Base Access List registration and security vetting. Award is projected for June 30, 2026.
