About this file
This is a Notice of Intent to Award a Sole-Source Contract issued by the 17th Contracting Squadron at Goodfellow Air Force Base, Texas, dated February 23, 2026. The Air Force intends to award a firm fixed-price lease contract to Modular Management Group, Inc. (CAGE: 46Y71, located in Fort Worth, Texas) for the continued lease of temporary modular dormitories housing approximately 384 technical training students. The requirement consists of two contract line items: CLIN 0001 for the base year (June 2026 through June 2027) and CLIN 0002 for option year 1 (June 2027 through June 2028), with the lease terminating upon completion of a new 400-person permanent dormitory construction or June 2028, whichever occurs first. This is a follow-on to existing lease agreements that have been in place for five years.
The sole-source justification is based on the incumbent contractor's existing on-site infrastructure, specialized knowledge, and proven performance record. The Air Force determined that terminating the lease would necessitate complete removal and site restoration, resulting in displacement of 384 students with no alternative housing available, causing an unacceptable 1.22 percent reduction in training capacity for a minimum of two months at an estimated cost of $47,900 per week. Market research was conducted but full and open competition was deemed impracticable given operational continuity requirements. Interested parties may submit capability statements, manufacturer authorization, and pricing by 1300 CDT on March 11, 2026, to either 2Lt Michael Lehnhardt (Michael.lehnhardt.2@us.af.mil) or TSgt Elzara Kimalova (Elzara.kimalova@us.af.mil). Award is projected for June 30, 2026. The place of performance is Modular Dorms Buildings #1 and #2 at Goodfellow AFB, Texas.

DEPARTMENT OF THE AIR FORCE
17th CONTRACTING SQUADRON
GOODFELLOW AIR FORCE BASE, TEXAS
23 February 2026
NOTICE TYPE: Special Notice
NOTICE OF INTENT TO AWARD A SOLE-SOURCE
Description:
The 17th Contracting Squadron/PKB intends to award a sole source firm fixed-price contract for a requirement that is a follow-on requirement for temporary modular dorms. These dorms house approximately 384 technical training (pipeline) students while a new 400-person dorm will start its construction in 2026 under the approved MILCON project. The award will renew the lease with the incumbent contractor, maintaining usage of the modular dormitories. The lease duration will consist of one base year and one additional option year. The lease agreement is projected to begin in June 2026 and will continue until June 2028 or construction completion of the new 400-person dorm, whichever comes first. This new lease is a follow-on requirement to a previous lease contracts that have been in place for the last 5 years, at the 300-person and 84-person modular dormitories on Goodfellow Air Force Base.
CLINS:
CLIN 0001 – BASE YEAR Modular Dorm Lease - 384 Beds - 1 Year CLIN 0002 – OPTION YEAR 1 Modular Dorm Lease – 384 Beds – 1 Year
All services will be provided by:
Modular Management Group, Inc.
6602 Plaza Pkwy Fort Worth, TX 76116-2400, United States
CAGE: 46Y71
Justification:
This acquisition will be a sole source firm fixed-price contract because Modular Management Group, INC. is uniquely positioned to fulfill this need due to their existing on-site infrastructure, specialized knowledge, and proven performance in managing these facilities. Displacement of the current infrastructure would necessitate complete removal, site restoration, and installation of new modular dorm units. Such an action would displace 384 training students, with no alternative housing available. The rupture of the lease would result in a 1.22% reduction in training capacity for a 2-month minimum; an unacceptable disruption. The temporary nature of the requirement makes the existing solution uniquely suited, as it bridges the gap until permanent facilities are completed. Changing contractors would result in significant additional costs and mission impacts due to student displacement. The estimated costs for such a disruption are $47,900 per-week, determined by multiplying the average cost of training an intelligence analyst: $5,208 per week.
Market research was conducted to identify potential sources capable of providing a temporary modular housing lease for 384 pipeline students at Goodfellow AFB. However, due to the unique circumstances of this requirement, specifically the need to maintain operational continuity with existing modular infrastructure and avoid student displacement, full and open or set aside market solicitation are not practicable.
The Government intends to acquire this requirement under the guidelines of FAR Parts 6 and 15.
The Government intends to solicit and negotiate directly with Modular Management Group, Inc.
