About this opportunity
The Department of the Air Force Air Education and Training Command, specifically the 82d Contracting Squadron at Sheppard Air Force Base (SAFB) in Texas, has issued a Special Notice of Intent to Award a Sole Source contract for Emergency Medical Services. The contract will be awarded to American Medical Response Ambulance Service, Inc. (AMR), a local ambulance service provider. The anticipated award date is March 1, 2025, with a contract period of one base year plus four option years. The statutory authority for this sole-source procurement is 10 United States Code (USC) 2304 (c)(1), which permits other than full and open competition. The contract falls under NAICS code 621910 for Ambulance Services, with a size standard of $22.5M.
The primary objective of this Special Notice is to provide 24/7/365 Emergency Medical Services (EMS) with Advanced Life Support (ALS) capability for Sheppard AFB, including ground transport services for patients requiring emergency transportation. Contractors interested in providing input must submit written responses via email to both Kiana Perry and Carri Dulaney no later than February 7, 2025. The contract requires one paramedic and one EMT to handle an estimated 1,000 events annually with 10-minute response times for 90% of calls. AMR was selected based on their exclusive rights contract with Wichita County for primary 911 response, which eliminates competitive procurement for this service area. The contract will utilize a CLIN structure with fixed-price coverage for 24/7 service and not-to-exceed hourly rates for simultaneous calls and event participation. Importantly, this Special Notice is informational only, and no solicitation package will be issued, with any submitted information considered solely for future procurement considerations.
