About this file
This is a Justification and Approval (J&A) document for other than full and open competition for Emergency Medical Services (EMS) at Sheppard Air Force Base (SAFB). The requirement is for a firm-fixed-price contract to provide 24/7/365 EMS transport services with Advanced Life Support (ALS) capability, including ground transport services for patients requiring emergency transportation to higher levels of care in surrounding areas.
The J&A recommends direct award to American Medical Response (AMR) based on their exclusive rights contract with Wichita County for primary 911 response. The contract period will be one base year plus four option years (March 1, 2025 - February 28, 2030), requiring one paramedic and one EMT to handle an estimated 1,000 events per year with 10-minute response times for 90% of calls. The CLIN structure includes fixed-price coverage for 24/7 service plus not-to-exceed hourly rates for simultaneous calls and event participation. Previously, this was an 8(a) requirement held by A Plus Technologies (2008-2019) and Cherokee Nation Operational Solutions (2019-2020). A sources sought notice posted November 14-December 2, 2024 received five responses, but AMR holds exclusive rights through 2026 for the service area. The contracting activity is the 82nd Contracting Squadron at Sheppard AFB.
