About this opportunity

The Indian Health Service's Great Plains Area has issued a Notice of Intent to Award a sole source contract for BD Alaris medical device replacements valued at less than $36,000. The procurement specifically targets BD Alaris infusion devices that were previously acquired through rental, lease, or third-party sources and need to be replaced to ensure software compatibility and system standardization. The agency is seeking a waiver from competitive bidding requirements under FAR 6.302-1, asserting that only one responsible source can satisfy their requirements based on market research. This firm fixed-price commercial purchase order is being justified as sole source due to the specialized nature of the equipment and compatibility requirements. The procurement falls under the maintenance and repair of medical equipment category and involves Carefusion Solutions, LLC as the identified sole source provider.

The primary objective is to remediate approximately 25% of the Alaris infusion system inventory at the Quentin N Burdick Memorial Healthcare facility in Belcourt, North Dakota, ensuring that all devices maintain software compatibility and can function with the GuardRails Pharmacy drug library system. Interested parties have until August 11, 2025, to respond with clear and convincing evidence that competition would be advantageous to the government, cost-effective, and would not hinder the agency's standardization mission. All questions and responses must be submitted via email to Contract Specialist Mona Weinman with the specific subject line "Notice of Intent Questions Submission - IHS1510849 Kodak Alaris." The government retains sole discretion in determining whether to proceed with competitive procurement and will not reimburse any costs incurred by potential respondents. This notice serves as an opportunity for industry to challenge the sole source determination rather than a request for quotes or proposals.
