About this opportunity
The Defense Health Agency (DHA) has published a Notice of Intent to Award a Sole Source Contract for the Neonatal Resuscitation Program (NRP) 9th Edition training and related services. This special notice, posted on March 24, 2026, indicates that DHA intends to award the contract exclusively to RQI Partners based on a determination that only one responsible source can satisfy the agency's requirements. The notice reference number is HT001126QE015, and the deadline for this notice is April 8, 2026. This is not a competitive solicitation, and no solicitation package is available for interested parties to request. The contract falls under NAICS Code 611430 (Professional and Management Development Training) and PSC Code U099 (Education/Training—Other).
DHA seeks to establish enterprise-level access to the NRP subscription program to support initial certification and recurring recertification of healthcare personnel throughout the Military Health System. The subscription must provide evidence-based curriculum aligned with current neonatal resuscitation guidelines, standardized training delivery across geographically dispersed Military Medical Treatment Facilities (MTFs), and centralized tracking and documentation of certification status. The program is required for physicians, nurses, respiratory therapists, and other clinical staff assigned to labor and delivery, neonatal intensive care units, and newborn care settings. Since this is a sole source award notice rather than a competitive solicitation, there are no eligibility criteria for contractors to participate—only RQI Partners is being considered as the sole source provider. This notice serves to provide transparency regarding DHA's procurement intent prior to contract award, in accordance with FAR Part 5 requirements.
