About this opportunity

Naval Supply Systems Command Fleet Logistics Center San Diego issued a notice of intent to award a sole source contract to the San Diego Association of Governments for annual renewal of the Automated Regional Justice Information System (ARJIS) and eSUN Operational Fee, with a response deadline of June 2, 2026. Under FAR 13.106(1), the Government asserts that only one responsible source can satisfy agency requirements; ARJIS is the exclusive provider of law enforcement information system access covering San Diego County and half of Southern California, and has served Naval Consolidated Brig Miramar since 1990.

ARJIS provides unrestricted connection to NCIS and CLETS information systems through San Diego County Sheriff's Department servers, enabling access to the Interstate Identification Index, Wants & Warrants databases, and related criminal history records. NCBM requires this service to conduct mandatory background checks on all inmates, visitors, contractors, and staff with inmate contact, and to correctly process, classify, and house inmates. The contract includes four active ARJIS accounts and four eSUN operational regional maintenance fees, structured as firm fixed price.

The period of performance runs October 1, 2026 through September 30, 2031, comprising a base year and four option years. Award is anticipated on or before October 1, 2026. The Government reserves discretion to conduct competitive procurement; interested sources may submit capability statements not exceeding six pages in 10-point font by 1:30 PM PST on June 2, 2026 to brenna.m.bronder.civ@us.navy.mil.
