About this file

This is a Notice of Intent to award a sole source contract to the San Diego Association of Governments for annual renewal of the Automated Regional Justice Information System (ARJIS) and eSUN Operational Fee. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award the contract under FAR 13.106(1), citing that only one responsible source can satisfy agency requirements. ARJIS has been the exclusive service provider connecting the Naval Consolidated Brig Miramar to NCIS and CLETS information systems through San Diego County Sheriff's Department servers since 1990, offering unrestricted access to criminal history databases including the Interstate Identification Index, Wants & Warrants, and related databases essential for background checks on inmates, visitors, contractors, and staff with inmate contact.

The requirement includes four active ARJIS accounts and four eSUN operational regional maintenance fees, with the contract structured as a firm fixed price award. The period of performance extends from October 1, 2026 through September 30, 2031, consisting of a base year (FY27) and four option years (FY28-FY31). The anticipated award date is on or before October 1, 2026. Payment will be processed via Wide Area Workflow (WAWF). The applicable NAICS code is 561611 (Investigation and Personal Background Check Services). Although this is a sole source notice of intent, interested sources may submit capability statements not exceeding six pages in 10-point font by 1:30 PM PST on June 2, 2026 to brenna.m.bronder.civ@us.navy.mil. The Government reserves discretion to determine whether to proceed with the sole source purchase or conduct a competitive procurement based on submitted capability statements.

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract to San Diego Association of Governments, 1011 Union Street, STE 400, San Diego, CA 92101-2392, United States. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with references (a) through (d), upon confinement, NCBM must correctly and safely process, classify, and house inmates. Background information is crucial for accurate classification. The subscription service will be paid for via Wide Area Workflow (WAWF). Personnel cannot cancel or discontinue services until directed by the Government. The anticipated award date of this action is on or before 1 October 2026.
