About this file
This is a Statement of Work (SOW) for the Automated Regional Justice Information System (ARJIS) supporting Naval Consolidated Brig Miramar (NCBM). ARJIS is a regional law enforcement information system that has provided the brig with unrestricted access to NCIS and CLETS information systems through the San Diego County Sheriff's Department servers since 1990. The system enables wireless access to photos, warrants, criminal histories, sex offender mapping, and crime analysis tools. NCBM requires this service to conduct mandatory background checks on all inmates, visitors, contractors, and new staff members, and to access the Interstate Identification Index (III) and Wants & Warrants databases for accurate inmate processing, classification, and housing.
The requirement includes four Active ARJIS Account Access accounts and four eSUN Operational Regional maintenance fees. The contract is a firm fixed price (FFP) award to San Diego Association of Governments under a sole source justification per FAR 13.106(1), as ARJIS is the only service provider of this nature covering San Diego County and half of Southern California. The period of performance runs from October 1, 2026 through September 30, 2031, consisting of a base year (FY27) and four option years (FY28-FY31). The ARJIS network system must be delivered no later than 30 days after award to Naval Consolidated Brig Miramar, 46141 Miramar Way, Suite 1, San Diego, CA 92145-2135. Subscription services will be paid through Wide Area Workflow (WAWF), and personnel cannot cancel or discontinue services until directed by the government. The applicable NAICS code is 561611 (Investigation and Personal Background Check Services), with an anticipated award date on or before October 1, 2026.
