About this opportunity
Air Mobility Command's 60th Force Support Squadron intends to award a sole-source contract for preventative and corrective maintenance of the Physical Access Control System at Travis AFB's Nose Dock Gym Fitness Center in California, with an anticipated award date on or about October 1, 2026. SMARTnet, the Original Equipment Manufacturer, is the sole source because third-party maintenance would breach the system's certified cybersecurity configuration, triggering automatic revocation of the mandatory DoD PIT Certification and Authority to Operate.
The PACS is a Department of War Platform Information Technology system that must maintain continuous and active ATO certification to connect securely to AFNET. The contractor must possess ATO authorization and be authorized to perform SMARTnet system maintenance.
The 60th Contracting Squadron at Travis AFB is the contracting office; points of contact are SSgt Ellie Chen (Contract Specialist) and Michael Goetz (Contracting Officer). A Firm-Fixed-Price purchase order is anticipated. Performance spans a five-year base-plus-option period, 2027–2031, with initial funding covering the base year only. Service is delivered Monday through Friday, 0800–1700 PST, excluding federal holidays, with eight-hour response for routine calls and four-hour response for emergencies. The contractor must achieve 100 percent on-time response, complete inspections and tasks on time, and limit late deliverables to five percent annually. Preventive maintenance includes one annual site visit, updates, cleaning, training, and 24/7 help desk support; corrective maintenance covers emergency restoration within seven days. Parts are billed separately to USAF. Contractor personnel must be English proficient and comply with OSHA standards and base access requirements.
Funds are not presently available; no award will be made until funds become available. The government reserves the right to cancel this solicitation before or after the closing date with no obligation to reimburse costs.
