Presolicitation Notice Summary

This presolicitation notice announces the U.S. Air Force's intent to issue a sole-source award for preventative and corrective maintenance services of the Physical Access Control System (PACS) at the Travis Air Force Base Nose Dock Gym Fitness Center in California. The 60th Force Support Squadron (FSS) requires these services in compliance with HAF/A1S and AFPC/SVO directives. The intended sole-source contractor is SMARTnet, the Original Equipment Manufacturer (OEM), which holds exclusive access to certified software baselines, technical data, and proprietary hardware necessary for system maintenance. The Government plans to issue a Firm-Fixed-Price (FFP) purchase order with an anticipated award date on or about October 1, 2026.

The PACS is classified as a Department of War Platform Information Technology (PIT) system that must maintain continuous and active Authority to Operate (ATO) certification to connect securely to the Air Force Network (AFNET). The sole-source justification rests on the fact that utilizing any third-party vendor would immediately breach the system's certified cybersecurity configuration, triggering automatic revocation of the mandatory DoD PIT Certification and active ATO. The qualification requirement mandates that the contractor must possess Authority to Operate (ATO) authorization and be authorized to perform SMARTnet system maintenance. The contracting office is the 60th Contracting Squadron at Travis AFB, California, with points of contact SSgt Ellie Chen (Contract Specialist) and Michael Goetz (Contracting Officer). Trade agreements language and construction contract information are not applicable to this procurement.
