About this opportunity

The Bureau of Reclamation is seeking a small business contractor to provide tree removal and fuel reduction services at Lake Thunderbird State Park in Norman, Oklahoma. The project involves mechanically masticating eastern red cedar trees across approximately 3,710 total acres, with a base requirement of 972 acres and five optional areas. The primary objectives are to reduce wildfire potential, protect facilities, and mitigate risks to adjacent communities. Interested vendors must submit their company information, capabilities statements, and relevant experience by January 12, 2025, to Terra Warren at TWarren@usbr.gov. Potential vendors are requested to provide an affirmative response about their ability to perform services in Oklahoma, submit any clarifying questions, and offer feedback on the draft Performance Work Statement and Quality Assurance Surveillance Plan.

The contract is designated for small businesses with potential set-aside opportunities for Woman-Owned, HUBZone, Small Disadvantaged, Economically-Disadvantaged, Service-Disabled Veteran Owned, and Indian Small Business Economic Enterprises. The procurement will be classified under NAICS code 115310 (Support Activities for Forestry) with a small business size standard of $11.5 Million. The contract is anticipated to be a firm fixed-price standalone contract with one base period and expected to span approximately 2.5 years from the award date. The project scope includes mechanically masticating trees with specific requirements for mulch size and depth, manual cutting in hard-to-access areas, and maintaining strict environmental controls. While no specific award value is mentioned, the comprehensive scope suggests a potentially significant contract covering multiple phases of tree removal and land treatment across nearly 4,000 acres.
