About this opportunity

The Department of the Interior Bureau of Land Management California Region seeks a sediment assessment of approximately 16 miles of road within the Middle Van Duzen River watershed in Humboldt County, with quotations due August 18, 2026 at 6:00 PM Pacific Time. The procurement is set-aside for Total Small Business under NAICS 541620, with a $19 million annual receipts size standard.

Place of performance is the Butte-Larabee Road network near Larabee Valley, approximately ten miles east of Bridgeville, California. The period of performance runs September 1, 2026 through January 31, 2027 (five months). Core field operations are restricted to 7:00 AM to 5:00 PM, Monday through Friday.

The contractor shall conduct a comprehensive field inventory to identify and prioritize approximately 65 road-related sediment sources, vehicle access impairment sites, and degraded drainage structures; perform data entry, volume calculations for stream crossing fill and erosion, culvert sizing analysis, and discharge estimates for 100-year return interval flood flows; and develop a prioritized treatment list including site-level implementation costs, materials volumes, and estimated sediment reductions. All data shall be delivered in digital format across common software platforms. Work must conform to Service Contract Act wage determination 2015-5673v26 (effective May 13, 2026).

The contract is firm fixed-price. Offerors must submit Standard Form 18 with pricing in Block 11, a detailed pricing schedule with labor categories, fully burdened hourly rates, estimated hours, direct materials, and travel costs broken into four task line items, a technical work plan describing methodology, and a Gantt chart. Quotations must include individual line items for Task 1 (Field Inventories), Task 2 (Data Entry and Analysis), Task 3 (Data Synthesis), and Task 4 (Implementation Plan Preparation). Bi-weekly written progress updates are mandatory. Evaluation criteria include technical capability, past performance on similar wildland road inventories or watershed assessments, and price reasonableness. Questions are due August 6, 2026. This is a new requirement with no incumbent contractor.
