About this file

This is an amendment to solicitation 140L1226Q0033 and a formal responses document to clarification questions for a Butte-Larabee Road Sediment Assessment contract.

The solicitation, issued by the Bureau of Land Management (BLM) California State Office Business Services Branch, seeks contractor services to perform a comprehensive sediment assessment of 16 miles of road within the Middle Van Duzen River watershed. The revised closing date for quote submission is Tuesday, August 18, 2026, at 1800 hours (6:00 PM) PDT. The period of performance is September 1, 2026, through January 31, 2027 (five months). The contract work consists of four primary tasks: Task 1 - Field Inventories of assessment roads; Task 2 - Data Entry and Analysis; Task 3 - Data Synthesis; and Task 4 - Preparation of an Implementation Plan. Contractors must structure quotes with individual line items corresponding to these four tasks and submit detailed pricing breakdowns including labor categories, fully burdened hourly rates, estimated hours per category, direct materials, and travel costs. All work must conform to the attached Performance Work Statement (PWS) and applicable Service Contract Act (SCA) wage determination (wage determination 2015-5673v26). Core field operations are restricted to 7:00 AM to 5:00 PM, Monday through Friday, though transit to and from sites may occur outside these hours. Bi-weekly written progress updates are mandatory in addition to formal reporting milestones. Offerors must include Standard Form 18 (completed with pricing in Block 11), a detailed pricing schedule, a technical work plan describing methodology for all four tasks, and a work schedule/Gantt chart demonstrating the five-month implementation timeline. Small business self-certification through SAM.gov is required rather than separate documentation. No GIS files are available; offerors must rely on paper maps provided in the PWS exhibits. This is a new requirement with no incumbent contractor or prior procurement history.

Butte-Larabee Road Sediment Assessment.

Contractor to perform all tasks in accordance with attached Performance Work Statement

(PWS) and wage determination.

Period of Performance: 09/01/2026 to

01/31/2027

FROM: Bayze, Branden, Contracting Officer, DOI TO: All Prospective Offerors DATE: August 12, 2026 SUBJECT: Responses to Clarification Questions – Butte-Larabee Road Sediment Assessment Solicitation

The purpose of this amendment to Solicitation No. 140L1226Q0033 is to formally extend the deadline for the submission of quotes and to publish the official government responses to clarification questions submitted by prospective offerors regarding the project's Performance Work Statement (PWS):

REVISED CLOSING DATE AND TIME: The closing date and time for the receipt of all quotes under this solicitation is hereby formally extended to Tuesday, August 18, 2026, at 1800 hours (6:00 PM) PDT. Submissions received after this revised deadline will be considered late and will not be evaluated for award.

1. Project Management & Communication

• Question: Would the COR like monthly or biweekly check-in meetings, in addition to what is requested in PWS 5.0 Delivery/Performance Schedule?

• Response: Frequent communication during the project is desirable. At a minimum, the contractor shall provide brief written updates bi-weekly summarizing progress and accomplishments. These bi-weekly progress updates are a requirement in addition to the formal reporting milestones detailed in PWS

5.0. During the course of the project, site visits can also be formally arranged with the COR, provided that the contractor gives sufficient advance notice.

2. Invoicing & Progress Reports

• Question: If an offeror invoices monthly, are additional progress reports needed above and beyond what is requested in PWS 5.0 for invoicing purposes?

• Response: Additional formal, standalone written progress reports are not required for invoicing purposes beyond the draft inventories and submittals outlined in PWS 5.0. However, invoices must explicitly describe the specific work and tasks completed as of the date of the invoice. No advance billing is allowed under this contract.

3. Engineering & Design Deliverables

• Question: Could you please confirm that Typicals/Conceptual designs are not required, only treatment options.

• Response: The BLM expects much of the work to conform to the guidelines and typicals provided in Weaver et al. 2015 for culvert replacements, rolling dip installations, and road shaping. Repairs that fall outside of these general approaches, are novel, or require significant new construction or reconstruction must be accompanied by appropriate diagrams, figures, and/or typicals at a 30% design level. The core intent of this project is to provide the BLM with implementable treatments for each prioritized site using these referenced standard practices [1.4].

4. Quote Structure & Labor Breakdown

• Question: Does the quote need to be a single line item? A line item for each task? Or line items for each service required to complete the tasks? Is it required to provide total number of hours and hourly rates for employees to support the line item?

• Response: Quotes should be structured with individual line items corresponding to the four primary tasks detailed in PWS 4.0 (Task 1: Field Inventories, Task 2:

Data Entry and Analysis, Task 3: Data Synthesis, and Task 4: Prepare Implementation Plan). To assist the government in evaluating price reasonableness and cost realism, offerors are required to submit a detailed price breakdown supporting each task line item, including labor categories, fully burdened hourly rates, estimated hours per category, and any direct materials or travel costs.

5. Small Business Certification Documentation

• Question: The offeror qualifies as a small business, meeting receipts less than $19 million. Do we provide documentation of this with the Solicitation? If so, what documentation is requested?

• Response: Separate physical or electronic documentation certifying small business size status is not required to be submitted with the quote. Offerors must self-certify their size status by ensuring their registrations, representations, and certifications are active and completely updated in the federal System for Award Management (SAM.gov).

6. Supplementary Submission Materials

• Question: Per the Solicitation, "The Government will evaluate recent and relevant past performance...The Government may contact references provided in the offeror's quote." Is it o.k. to submit a cover letter, firm experience, resumes, and references as part of the quote, even though these items are not explicitly requested?

• Response: Yes. It is acceptable and encouraged to include a cover letter, firm capability statement, resumes of key personnel, and past performance references to substantiate your technical approach and qualifications. Confirmed that there is no specific page limit established in the solicitation for past performance or technical capability materials; however, offerors are encouraged to keep submissions concise and focused on relevant capabilities.

7. Labor Rates and Category Schedules

• Question: Are both a rate schedule and labor categories required to be submitted with the response to solicitation?

• Response: Yes. Both a detailed description of the proposed labor categories and a comprehensive hourly rate schedule are required to support the task-level pricing and to enable the government's evaluation.

8. Delays and Period of Performance Extensions

• Question: The period of performance is 9/1/2026 through 1/31/2026 [Note:

Inferred as 1/31/2027 based on the 5-month duration], will an extension be allowed if the road assessment areas become inaccessible due to wildfire or snow before fieldwork is completed beyond the control of the Contractor?

• Response: The total period of performance is strictly five months commencing upon award. In accordance with standard Federal Acquisition Regulation (FAR) excusable delay clauses, if unforeseeable events completely beyond the contractor's control and without their fault or negligence—such as government-declared wildfire closures or extreme snow rendering the Middle Van Duzen River watershed physically inaccessible- prevent the completion of fieldwork, the contractor must immediately notify the Contracting Officer in writing. The government will review such instances on a case-by-case basis to determine if a time-only modification extending the schedule is warranted. Contractor should be prepared and plan accordingly for highway delays on State Route 36 due to ongoing landslide issues.

9. Permitted Working Hours & Travel Time

• Question: The performance period established for this contract is based upon all work being conducted during regular working hours between 7:00am and 5:00pm. The sites are very rural. Does this work window include travel to and from the road assessment locations or can travel occur outside of this work window?

• Response: The core working hours restriction between 7:00 AM and 5:00 PM, Monday through Friday, applies strictly to active field operations, data collection, and assessments conducted on-site within public lands or official private land easements. Transit and travel to and from the rural project sites from State

Highway 36 or surrounding base locations may take place outside of this specific 7:00 AM to 5:00 PM window, provided no active field inventory work is conducted during those off-hours.

10. Travel & Accommodation Expenses

• Question: May accommodations be included with the quote?

• Response: Yes. All necessary travel expenses, including lodging, meals, and vehicle expenses required to execute the 16 miles of road inventory, should be fully factored into the quote. These travel costs should be transparently broken out or bundled into the supporting pricing detail for the task line items, adhering to federal travel and GSA per diem standards.

11. Submittal Examples for First-Time Federal Offerors

• Question: We are a small business, new to federal solicitations for quotes, are there example submittals that can be provided that meet the solicitation?

• Response: Due to the proprietary nature of contractor proposals and federal procurement integrity regulations, the government cannot provide example submittals or template proposals from past projects. New federal contractors are strongly encouraged to contact the U.S. Small Business Administration (SBA) or their local Apex Accelerator (formerly the Procurement Technical Assistance Center or PTAC) for free, professional assistance in formatting and preparing compliant federal quotes. Additionally, offerors can monitor up-to-date procedural resource changes and standard formatting guidance under the ongoing federal procurement streamline initiative on the official Revolutionary FAR Overhaul website.

12. Wage Determination & Occupation Codes

• Question: A Wage Determination document (B03_Wage_Determination___2015-5673v26.pdf) was included as an attachment to this Request for Quotation (RFQ). Should we be building our quote using the listed rates? If so, which occupation code would the tasks described in the Performance Work Statement fall under for 1) field inventories, 2) data entry and analysis, 3) data synthesis, and 4) reporting action plan?

• Response: Yes, if your firm employs non-exempt hourly service personnel to complete these tasks, you must build your quote ensuring that wages and fringe benefits meet or exceed the baselines mandated by the attached Service Contract Act (SCA) Wage Determination. It is the contractor's responsibility to map its specific labor categories to the official SCA Directory of Occupations https://www.acquisition.gov/far-overhaul https://www.acquisition.gov/far-overhaul based on the actual duties performed. For evaluation and cross-referencing purposes, typical occupation code mappings for this PWS include:

o 1) Field Inventories: Commonly maps to 30080 - Engineering Technician (typically Levels I through III based on experience), 30090 - Environmental Technician, or 99830 / 99832 - Survey Party Chief / Surveying Technician.

o 2) Data Entry and Analysis: Data entry components map to 01051 / 01052 - Data Entry Operator I/II. Data analysis can map to advanced Engineering Technicians or may be handled by professional staff (e.g., hydrologists or environmental scientists) who qualify as exempt professional employees under 29 CFR Part 541 and are not bound by the SCA minimums.

o 3) Data Synthesis: Typically aligns with higher-level Engineering Technician IV/V categories or exempt professional classifications.

o 4) Reporting Action Plan: Drafting the technical prioritization framework is usually performed by an exempt professional, though administrative compilation or editing can map to 30461 / 30462 - Technical Writer I/II.

13. Clarification on Pricing Schedule

• Question: Is the completed Pricing Schedule listed on page 5 of the RFQ document titled Sol_140L1226Q0033.pdf referring to a specific third-party standard rate schedule for professional services, or is it asking for a breakdown of the quote costs by staff person (or, by task)?

• Response: There is no reference to any specific third-party contractor rate schedule in the solicitation documents. The Pricing Schedule on page 5 of the RFQ is asking for a breakdown of the quote costs from the offeror. As clarified in Response #4, the breakdown must be organized by the four main PWS tasks, supported by a detailed schedule of your own staff members' labor categories and hourly rates.

14. Standard Form 18 Block 11 Submission

• Question: Standard Form 18, Block 11 (Schedule): Could BLM please clarify whether offerors should submit a single total lump-sum amount in Block 11, or if a detailed itemized cost breakdown is required? Additionally, please confirm if there are any specific formatting requirements or supplemental schedules required for this section.

• Response: On the Standard Form 18 (SF-18), offerors should input their total aggregate fixed price or a clear set of task-level totals directly within Block 11.

However, the quote submission must include an attached supplemental schedule (such as a detailed spreadsheet or table) that fully details the task-level numbers, matching the format described in Response #4. No rigid governmental layout is required for this supplemental attachment, provided the breakdown cleanly tracks labor hours, rates, travel, and direct materials.

15. Provision of Project GIS Files

• Question: Can you please provide the GIS files for our quotation?

• Response: No. The government does not possess electronic GIS geospatial datasets or shapefiles for distribution for this project. Offerors must rely on the paper map representations and details provided within Exhibits A and B of the PWS to evaluate the 16 miles of assessment roads and associated spur networks.

16. Required Proposal Deliverables

• Question: Are the deliverables for the proposal as follows: a. Standard Form 18,

b. Pricing schedule, c. Detailed Work Plan for Tasks 1–4, and d. Work Schedule/Gantt Chart?

• Response: Yes, these items constitute the primary components of a compliant quote submission. To ensure a thorough evaluation, the proposal package should include:

o a. Standard Form 18: Completed and signed with pricing information summarized within Block 11.

o b. Pricing Schedule: A detailed cost breakdown tracking labor categories, hours, rates, and direct expenses for each of the four main PWS tasks.

o c. Technical Work Plan: A comprehensive narrative outlining the methodology and technical approach to execute Tasks 1 through 4 under

PWS 4.0.

o d. Work Schedule: A visual schedule, such as a Gantt chart, demonstrating the implementation timeline for deliverables within the strict 5-month period of performance.

As noted in Response #6, supplementary technical capability materials such as cover letters, key personnel resumes, and past performance references are also highly encouraged to support the government's evaluation.

17. Incumbent Contractor & Procurement History

• Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

• Response: This is a brand-new requirement for the Arcata Field Office. There is no incumbent contractor, previous contract award number, or prior procurement history for these specific road sediment assessment services within this project area.
