About this file
This is a Performance Work Statement (PWS) for the Butte-Larabee Road Sediment Assessment project, with a period of performance of five months commencing upon contract award. The work is being conducted for the Bureau of Land Management (BLM) in the North Coast region of California, specifically addressing approximately 16 miles of roads within the middle Van Duzen River watershed near Larabee Valley, approximately ten miles east of Bridgeville, California. The project aims to satisfy requirements from the North Coast Regional Water Quality Control Board to identify controllable sources of sediment, quantify potential sediment delivery volumes, develop prioritized treatment plans, and calculate sediment volumes that would be saved through treatment.
The contractor shall perform three main work tasks: (1) conduct a comprehensive field inventory of the Butte Creek Road and Larabee Butte Road networks and associated spurs on public lands and easements to identify and prioritize approximately 65 road-related sediment sources, vehicle access impairment sites, and degraded drainage structures such as rusted, crushed, or separated culverts; (2) perform data entry, volume calculations for stream crossing fill and erosion, culvert sizing analysis, and discharge estimates for 100-year return interval flood flows at all stream crossing sites; and (3) develop a prioritized treatment list that includes site-level implementation costs, materials volumes, and estimated sediment reductions for all moderate and higher priority sites. All data, including spatial and site-specific information, shall be delivered to the government in digital format across common software platforms.

PWS 1.0 Background on the Government’s Requirement
The Butte-Larabee sediment assessment project will inventory approximately 16 miles of roads within the middle Van Duzen River watershed. The effort is motivated by requirements to mitigate nonpoint source pollution in watersheds designated as impaired under the Clean Water Act.
Initial reconnaissance indicates approximately 65 sites may exist across the road networks (Exhibits A and B).
This project consists of three main work tasks: 1) a field inventory; 2) data entry and analysis; and 3) preparation of a prioritized plan-of-action including estimated implementation costs for roads treatments. Based on initial reconnaissance, approximately 65 sites exist along the roads in the project area.
PWS 2.0 General Scope of Work
The contractor shall:
1. Conduct an on-the-ground assessment of the road network to identify and prioritize for treatment roads-related sediment sources,
2. Identify road segments that are an impairment to vehicle access (e.g. rutted and pothole segments),
3. Identify poorly performing culverts (i.e., advanced rusting, crushing or separation; or undersized/misconfigured for hydrologic conditions)
4. Develop a prioritized treatment list for sediment reduction, vehicle access sites and degraded culverts. This list will also include site-level implementation costs, materials volumes and sediment reductions accrued through treatment for all moderate and higher priority sites.
Place of Performance:
Exhibits A and B detail the roads network. The roads are accessed from State Highway 36 in the vicinity of Larabee Valley approximately ten miles east of Bridgeville, California. Two road networks will be inventories:
1. Butte Creek Road and associated spurs on public lands and public easements.
2. Larabee Butte Road and associated spurs on public lands and public easements.
Period of Performance:
The period of performance shall be for five months, commencing upon award.
PWS 3.0 Overall Objective(s) The objective of this work is to satisfy requirements from the North Coast Regional Water Quality Control Board to:
(1) identify controllable sources of sediment,
(2) Quantify potential sediment delivery volumes
(3) Develop prioritized treatment plans
(4) Calculate the volume of sediment “saved” with treatment
The contractor shall provide the BLM with cost and materials estimates to treat moderate and higher priority sites.
PWS 4.0 Specific Tasks
Task 1: Field Inventories to Delineate Controllable Road-related Sediment Sources and Vehicle Impairment Sites
Prepare base maps, field data forms, and conduct a systematic field inventory of the Butte-Larabee roads network. This road network is maintained by the BLM and accessible to the public. The inventory will address three issues for road-related drainage infrastructure:
| 1. | Ongoing or potential sediment delivery to watercourses, |
| 2. | Vehicle access impairment, |
| 3. | Degraded drainage structures (rusted, crushed or separated culverts) |
For each identified site, collected data shall include information such as: 1) the nature and magnitude of existing and potential erosion problems, 2) the likelihood of erosion or slope failure, 3) diversion potential, 4) active channel width for stream crossing sites, 5) the recommended treatment immediacy, 6) the estimated volume of future erosion, 7) the percentage of delivery to the stream system, and 8) recommended treatments to eliminate or significantly reduce the risk of future sediment delivery, improve vehicle access, or repair failed culverts. All data, spatial and site-specific, shall be provided digitally to the government across common software platforms.
Task 2: Data Entry and Analysis.
3.2.1. Volume Calculations, Culvert Sizing and Database Entry Stream crossing fill volumes including potential volume of erosion and sediment delivery at a stream crossing feature and treatment excavation volumes will be calculated. Similar volume data will be collected for road-related landslides. Discharge estimate calculations will be performed at all stream crossing sites to determine the appropriate culvert size or drainage structure for the 100-year return interval flood flow (HW/d<1) and associated debris and sediment. Culvert diameters shall be compared with field-measured channel widths to ensure that all culverts are at least 0.7 times the active channel width.
Task 3: Data Synthesis.
Data analysis will include the generation of data tables summarizing the types of problems by treatment immediacy, potential erosion volumes, excavation volumes, and erosion/sediment control treatments for the site. Each site should include a “sediment savings” value that would apply if the site were treated. To comply with North Coast Regional Water Quality Control Board mitigation requirements, erosion savings due to treatments shall be expressed as a tons/year value. These tables will include the types of treatments, material needs (road rock, rip-rap rock, culverts, mulch, etc.), costs for heavy equipment, labor, materials, required to implement all recommended storm-proofing and vehicle access treatments. The database will then be analyzed to evaluate the projected cost-effectiveness for implementation of all or a portion of the proposed road and erosion feature treatments, as well as for developing the final report. GIS site maps will be prepared showing the type of erosion feature and treatment priority for each controllable sediment source identified in the field inventory.
Task 4: Prepare Implementation Plan Including Costs.
Prepare final sediment- and road-related prioritized action plan summarizing the results of the inventory. Costs shall be provided on a site-by-site basis to enable the BLM to assemble a roster of treatment sites to fit within a specific budget.
All inventory methods, calculations, prioritization and recommended treatments shall be modeled after the guidelines described in the California Salmonid Stream Habitat Restoration Manual, Chapter 10 (Weaver, et al., 2010) and the "Handbook for Forest, Ranch and Rural Roads, a Guide for Constructing, Re-constructing, Maintaining and Closing Wildland Roads" [commissioned by the State Water Resources Control Board and the California Department of Forestry and Fire Protection (CALFIRE) (Weaver et al., 2015)].
