About this opportunity
The Library of Congress is seeking a contractor to develop, prototype, and manufacture handheld Bluetooth wireless remote controls for DA-2 digital talking book machines used by patrons with visual disabilities. This competitive solicitation requires a comprehensive effort including nonrecurring engineering, design, development, and large-scale production of remote control devices that meet specific technical specifications outlined in Attachment J1. The solicitation will be evaluated using a best value trade-off approach, with factors prioritized as follows: Technical Volume (including Technical Approach and Key Personnel), Corporate Experience, Past Performance, and Price, with non-price factors significantly more important than price. Proposals must be submitted electronically to Contracting Officer James Robinson and Contract Specialist Brenda Kinlay by March 7, 2025. The technical evaluation will consider two equally important sub-factors within the Technical Volume.
The contract has no specific set-aside designation and is open to full and open competition under FAR Part 13.5. The project will be performed in Washington, DC, with an anticipated contract period from June 2025 to May 2030. Initial production will require delivery of 50 test sample units within 90 days of Technical Data Package acceptance, followed by 50 prototypes and an initial production order of 5,000 units. The maximum contract value is estimated at $7.5 million over the five-year ordering period. The contractor must provide a 24-month warranty on all delivered devices and obtain various certifications, including Bluetooth SIG, FCC, and international certifications for use in countries like Canada, Mexico, Israel, UK, New Zealand, and Australia. The remote control must meet stringent technical specifications, including Bluetooth 4.2 protocol, specific size and weight requirements, and functionality for visually impaired users.
