About this file
This is a Request for Proposals (RFP) issued by the Library of Congress for nonrecurring engineering, development, prototyping and production of handheld Bluetooth wireless remote controls for DA-2 digital talking book machines. The solicitation number is 030ADV25R0008 with proposals due by February 24, 2025 at 5:00 PM EST.
The RFP requires the contractor to design, develop, prototype and manufacture handheld remote controls with Bluetooth technology that enable Library patrons to wirelessly operate DA-2 audio book players. The work includes non-recurring engineering, initial delivery of 50 test samples and 50 prototypes, followed by full production with a minimum order of 5,000 units and maximum contract value of $7.5 million over a 5-year ordering period from June 2025 through May 2030. This is a best value trade-off competition with evaluation factors in descending order of importance: Technical Approach/Key Personnel, Corporate Experience, Past Performance, and Price. Technical factors combined are significantly more important than price. The contractor must provide warranties for 24 months and obtain various certifications including Bluetooth SIG, FCC, and international certifications for use in countries like Canada, Mexico, Israel and others where Library patrons reside.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
STATEMENT OF WORK
PROTOTYPE DEVELOPMENT AND MANUFACTURING OF DA-2 REMOTE CONTROL
1. OVERVIEW / BACKGROUND. The Library of Congress (Library) and the National Library Service for Blind and Print Disabled (NLS) provide Digital Talking Books (DTBs) at no costs to Library patrons who are blind, visually impaired and/or have other reading/visual/print disabilities. NLS patrons currently reside in over 34 countries of the world with the majority of patrons who are outside the United States concentrated in Mexico, Canada, Israel, UK, New Zeeland, Australia and Germany.
The Digital Talking Book Machine (DTBM) is a specialized device designed to play Digital Talking Books (DTBs) which are audio recordings of books, magazines or other written materials. These devices are primarily developed for individuals with visual impairments or other reading disabilities by offering an accessible way to consume literature and other print information. The current version of the DTBM is also called the DA-2. The DA-2 is an audio book player that plays pre-recorded or synthesized audio versions of books and other literature with key features including audio playback options, accessibility (buttons, menus, large print, voice-guided menus), digital bookmarking, navigation (touchscreens), USB ports, headphone jacks, internet connectivity options, built-in speakers and so on.
The DA-2 audio book player does not have a handheld remote-control device to operate it which would be tremendously benefit Library patrons. The DA-2 audio book player supports Bluetooth connectivity and because of this the Library has determined that Bluetooth technology is the most suitable for the needs of its patrons. The Library requires contractor support for the development, prototyping and manufacturing of new handheld remote-control devices with Bluetooth technology for the DA-2 audio book player.
