This is a Combined Synopsis/Solicitation for nonpersonal Hospitalist Physician Services issued by the Department of Health and Human Services, Indian Health Service (IHS), Phoenix Area contracting office. Solicitation No. 75H71227Q00001 is structured as a Request for Quotations (RFQ) for commercial services under RFO FAR Part 12, set aside for eligible Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act. The requirement is to provide Hospitalist Physician Services for Phoenix Indian Medical Center (PIMC) and other Phoenix Area Ordering Activities, with an anticipated BPA ordering period from January 1, 2027, through December 31, 2031. One or more BPAs will be established based on comparative evaluation; the number is not predetermined. Quotations must be submitted electronically to points of contact specified in SAM.gov by the deadline date and time identified in that system. Questions must be submitted no later than five calendar days before the response date.

Quoters must submit complete quotations organized in four volumes: (1) Administrative and Eligibility File (not page-limited) containing cover page, IHS Indian Economic Enterprise Representation form, ISBEE eligibility affirmation, and subcontractor/partner identification; (2) Technical Capability (maximum 12 pages excluding CVs) addressing recruiting capability, continuity and retention procedures, qualification verification, credentialing processes, scheduling, and contract management, plus three representative Hospitalist physician CVs; (3) Relevant Experience and Past Performance (maximum 6 pages) providing up to three recent examples; and (4) Price (not page-limited) with Attachment B fully completed showing hourly rates for each Ordering Activity. Rates must be fully burdened and include all costs to perform the requirement. 1. COMBINED SYNOPSIS / SOLICITATION NOTICE

This is a combined synopsis/solicitation for commercial services prepared in accordance with RFO FAR Part 12.

This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.

Solicitation No. 75H71227Q00001 is issued as a Request for Quotations (RFQ) for nonpersonal Hospitalist

Physician Services for Phoenix Indian Medical Center (PIMC) and participating Phoenix Area Ordering Activities.

Prior Solicitation. This solicitation supersedes RFQ-26-PHX-050, Nonpersonal Hospitalist Services, which the

Government canceled without award. No award was made under RFQ-26-PHX-050. This solicitation is a new

Request for Quotations and incorporates revised and clarified requirements and current applicable acquisition requirements. Quoters shall prepare quotations based solely on Solicitation No. 75H71227Q00001 and its attachments, as amended, and should not rely upon the requirements, instructions, evaluation methodology, pricing structure, or other terms of RFQ-26-PHX-050.

This acquisition is set aside for eligible Indian Small Business Economic Enterprises (ISBEEs) under the Buy

Indian Act, 25 U.S.C. 47, and applicable RFO HHSAR Part 326/352 deviation requirements. The Government intends to establish one or more BPAs. The number of BPAs is not predetermined and will result from the comparative evaluation described in this solicitation.

This solicitation incorporates applicable provisions and clauses by reference and/or full text through the separate

Provisions and Clauses document that will be issued as part of this solicitation. The full text of FAR provisions and clauses may be accessed electronically at Acquisition.gov. Applicable HHSAR RFO deviation provisions and clauses shall use the current deviated text.

DPAS Rating: Not applicable, unless otherwise identified by amendment.

2. ACQUISITION FRAMEWORK AND APPLICABLE RFO DEVIATIONS

This acquisition is for commercial services and is conducted under the current HHS Revolutionary FAR Overhaul

(RFO) class deviations applicable on the solicitation issuance date. The Government will use the streamlined commercial acquisition procedures of RFO FAR Part 12 and the applicable HHSAR Buy Indian Act deviation requirements.

• RFO FAR Part 12 permits broad discretion in establishing how quotations will be evaluated and expressly permits comparative evaluation of quotations. The evaluation of quotations under this RFQ is not a FAR Part

15 source selection; numerical scoring, adjectival ratings, an evaluation plan, and a competitive range are not required.

• RFO FAR Part 37 continues the policy preference for performance-based acquisition and reorganizes nonpersonal health care services under Subpart 37.6. Attachment A – PWS is structured as a performance-based requirement for nonpersonal Hospitalist physician services.

• RFO HHSAR Part 326/352, effective October 1, 2026, renumbers the Buy Indian Act coverage and associated provisions/clauses. The separate Provisions and Clauses document shall use the current RFO-deviated numbers and text, including 352.226-73, 352.226-75, and 352.226-76 when applicable.

• The HHS RFO deviations require solicitation language addressing the possibility that SAM system updates may lag policy updates. That language will be included in the separate Provisions and Clauses document or incorporated into the final solicitation package.

3. BPA STRUCTURE AND ORDERING

PIMC is the principal Ordering Activity and the primary clinical requirement. Other Phoenix Area Ordering

Activities may participate for hospitalist requirements within the general scope of the PWS. Individual funded requirements will be ordered through authorized BPA Calls.

Establishment of a BPA does not obligate funds, guarantee issuance of a BPA Call, guarantee any minimum number of hours, or guarantee selection of any candidate. A BPA holder may receive no Calls. Each BPA Call will identify the Ordering Activity, specific facility, coverage requirement, schedule, period of performance, funded ceiling, and other Call-specific requirements.

The Government may establish BPAs with different Quoters when doing so provides an advantageous pool of qualified sources. The Government is not required to establish a BPA with every Quoter that demonstrates the capability to perform or is otherwise eligible for BPA establishment.

Anticipated BPA Ordering Period: January 1, 2027 – December 31, 2031

Individual requirements will be fulfilled through the candidate request, consideration, selection, and BPA Call procedures established in Attachment D – BPA Ordering Instructions. Establishment of a BPA does not guarantee that a BPA holder or any candidate submitted by a BPA holder will be selected for a BPA Call.

4. PRICING

Quoters shall complete and submit Attachment B – Pricing Schedule in accordance with the instructions contained therein.

Quoters shall provide one fully burdened hourly rate for Hospitalist Physician Services for each Ordering Activity identified in Attachment B. Rates shall include all costs necessary to perform the requirement as specified in the

PWS and Attachment B.

The estimated annual hours identified in Attachment B are provided for price evaluation and acquisition planning purposes only and do not represent guaranteed hours, minimum purchases, staffing positions, full-time equivalents (FTEs), BPA ceilings, or obligations of funds.

The Government will evaluate price using the methodology identified in Attachment B.

Actual services, authorized hours, period of performance, place of performance, and funding will be established through individual BPA Calls.

5. QUOTATION SUBMISSION INSTRUCTIONS

Quotations previously submitted in response to RFQ-26-PHX-050 will not be considered under this solicitation. A new and complete quotation responsive to Solicitation No. 75H71227Q00001 is required.

Quoters shall submit a concise, complete quotation organized exactly as described below. The Government is intentionally limiting submission length and format to reduce burden on industry and permit efficient Government evaluation. Marketing material, generic capability statements, and material that does not address this requirement should not be submitted.

5.1 Administrative and Eligibility File - Not Page Limited

• Cover page identifying legal business name, UEI, CAGE (if applicable), address, point of contact, telephone, and email.

• Completed current IHS Indian Economic Enterprise Representation form required by the applicable RFO

HHSAR provision. The Quoter shall identify the Indian Tribe(s) relied upon for IEE/ISBEE status.

• Affirmative statement that the Quoter is an eligible ISBEE and will maintain required eligibility throughout BPA performance.

• Identification of all proposed subcontractors, teaming partners, and staffing partners; the role of each; and the anticipated division of performance. If a partner is relied upon for technical capability, recruiting resources, candidate pipeline, relevant experience, or past performance, the quotation must explain the partner's actual proposed role and how the cited capability will be available to the Quoter during performance.

Quotation Completeness and Evaluation Efficiency

Quoters are responsible for submitting a complete quotation that contains the information required for evaluation.

The Government will use the staged evaluation process described in Section 6. Quotations meeting a condition for discontinuation identified under Stage 1 will not proceed to detailed comparative evaluation. Quoters should not assume that the Government will request information omitted from their initial submission.

ISBEE Eligibility and Teaming Structure

Because this acquisition is set aside for Indian Small Business Economic Enterprises (ISBEEs), each Quoter shall clearly identify the legal entity submitting the quotation and the entity upon which the Quoter relies to qualify for the ISBEE set-aside.

The quotation shall identify:

• The legal name, Unique Entity Identifier (UEI), and CAGE Code of the entity submitting the quotation;

• The entity that qualifies as the ISBEE for purposes of this acquisition;

• The federally recognized Indian Tribe(s) upon which the entity relies for its Indian Economic Enterprise status;

• Whether the quotation is submitted by a single entity, joint venture, or other teaming arrangement;

• The legal name and role of each joint venture member, subcontractor, staffing partner, or other entity expected to perform a material portion of the requirement;

• For a joint venture, which member or entity satisfies the applicable ISBEE eligibility requirements and how the joint venture qualifies for this acquisition;

• The specific work the ISBEE will perform under the resulting BPA and BPA Calls, including its role in management, recruiting, staffing, contract administration, and performance oversight;

• The work expected to be performed by each proposed subcontractor, joint venture member, staffing partner, or other participating entity; and

• How the proposed performance structure will comply with the applicable limitations on subcontracting and

Buy Indian Act requirements.

The Government will not infer an ISBEE's role from a company name, teaming arrangement, subcontractor relationship, or general statement of eligibility. The Quoter is responsible for clearly explaining the proposed performance structure and the role of the ISBEE.

Experience, past performance, personnel, recruiting resources, or other capabilities of a subcontractor, joint venture member, staffing partner, or other entity will be considered only to the extent the quotation identifies that entity and explains how its resources or capabilities will be meaningfully involved in performance of the resulting

BPA.

Failure to identify the entity upon which the Quoter relies for ISBEE eligibility, failure to provide required ISBEE representation information, or failure to provide sufficient information for the Government to determine the

Quoter's proposed performance structure and eligibility will result in the quotation not proceeding beyond the

Government's initial quotation screening.

5.2 Volume I - Technical Capability - Maximum 12 Pages, Excluding CVs

The technical submission shall be specific to Hospitalist physician staffing and the PWS. It shall explain how the

Quoter will perform the requirement, not merely restate the PWS. At a minimum, address:

• Recruiting capability and active sources for qualified Hospitalist physicians, including ability to recruit for

PIMC's medically complex acute inpatient environment and for rural or remote facilities.

• Continuity, retention, vacancy prevention, backup coverage, and replacement procedures, including expected timeframes for responding to an urgent vacancy, failed onboarding, or vacation.

• Qualification verification process for physician education, residency, licensure, board certification/eligibility, BLS/ACLS, inpatient experience, references, exclusions, and other PWS requirements before a candidate is submitted to the Government.

• Credentialing, privileging, security, onboarding, and start-readiness process, including how the Quoter will track documents and prevent avoidable onboarding delays.

• Scheduling, coverage management, after-hours support, and escalation procedures.

• Contract management, quality control, issue resolution, and communication with the CO/COR and facility clinical leadership.

• For any subcontractor or staffing partner, how responsibilities will be divided and how the prime Quoter will control performance, continuity, quality, and compliance with applicable subcontracting limitations.

Representative Candidate CVs. The Quoter shall submit three (3) representative Hospitalist physician CVs demonstrating the type and quality of clinicians the Quoter can recruit and furnish for this requirement.

Submission of three representative CVs is a material quotation submission requirement.

The Government will comparatively evaluate the relevance and quality of the submitted CVs under Factor 1 –

Technical Capability. Greater comparative benefit may be given when the submitted CVs demonstrate recent acute inpatient Hospital Medicine experience comparable to the PIMC requirement, including experience caring for medically complex or higher-acuity inpatient populations.

CVs may represent current employees, current affiliated clinicians, subcontractor personnel, or candidates in the

Quoter's active recruiting pipeline; however, the quotation shall accurately identify each candidate's relationship to the Quoter and, when applicable, the proposed subcontractor or teaming partner through which the candidate is available.

The Quoter shall identify whether each representative physician is currently available through the Quoter or its identified teaming/staffing arrangement as of the quotation due date.

Representative CVs are submitted as evidence of the Quoter's demonstrated recruiting capability and access to qualified Hospitalist physicians. Submission of a CV does not bind the individual to a future BPA Call and does not constitute Government credentialing, privileging, candidate approval, or a guarantee of future selection.

5.3 Volume II - Relevant Experience and Past Performance - Maximum 6 Pages

Provide up to three of the most recent and relevant examples. The Government is most interested in demonstrated performance involving Hospitalist physician staffing, acute inpatient hospitals, medically complex patients, IHS/Tribal/Federal healthcare, rural or remote locations, and requirements similar in scope, magnitude, and complexity to PIMC. Experience performed as a subcontractor may be considered when the quotation identifies the role actually performed.

For each example, identify customer, contract/order number if available, period of performance, place(s) of performance, scope, approximate magnitude, labor categories, prime/subcontractor role, customer point of contact, and a concise description of performance results and relevance.

A Quoter with no relevant corporate past performance shall affirmatively state that fact. Lack of a corporate past-performance record will not, by itself, make a quotation ineligible; however, the Government may distinguish among quotations based on the depth, recency, relevance, quality, and demonstrated applicability of available experience and performance information.

Government-Sourced Information. The Government may obtain and consider relevant performance and capability information from sources other than the quotation, including CPARS, Government contract files, IHS and other

Government personnel, customer references, databases, and other reasonably available sources. The

Government may consider favorable and unfavorable information. The Government may also consider its own direct knowledge of a Quoter's or proposed teaming partner's performance when relevant to the requirement.

Information considered will be documented in the acquisition record.

5.4 Volume III - Price - Not Page Limited

• Complete every hourly-rate field in Attachment B – Pricing Schedule. Failure to provide a required Ordering

Activity rate will result in discontinuation of further evaluation in accordance with Section 6, Stage 1 – Initial

Quotation Screening.

• Quoted rates shall be fully burdened as described in this solicitation and the PWS.

• No alternate day/night, weekend, holiday, overtime, travel, lodging, or other premium schedule shall replace the Government pricing structure. Supplemental pricing explanations may be submitted, but the Government pricing schedule controls evaluation and BPA rate establishment unless the solicitation is amended.

5.5 Format and Page Limit Rules

The page limits stated in Sections 5.2 and 5.3 apply to the substantive quotation narrative. Cover pages, tables of contents, required forms, and representative candidate CVs are excluded from the stated page limits.

Pages exceeding a stated page limit will not be evaluated.

Quotations shall be submitted electronically in commonly accessible file formats. Quoters are responsible for ensuring that submitted files are readable, accessible, and received by the Government by the quotation due date and time.

Hyperlinks, websites, cloud-storage locations, or external repositories shall not substitute for information required to be included in the quotation. The Government is not required to access external content to complete or evaluate a Quoter's submission.

5.6 Quoter Responsibility for Complete Submission

Quoters are responsible for reading the solicitation and all attachments in their entirety and submitting all information required by this solicitation. The Government will evaluate quotations based on the information actually submitted and is not obligated to infer, reconstruct, or develop information that the Quoter was required to provide.

Quoters should not assume that the Government will request missing information after the quotation due date.

Material omissions will be addressed in accordance with the Initial Quotation Screening procedures in Section

6.

6. EVALUATION AND BASIS FOR BPA ESTABLISHMENT

The Government will evaluate quotations using a comparative evaluation under RFO FAR Part 12. The

Contracting Officer has broad discretion in establishing and conducting the evaluation of quotations. This RFQ does not use FAR Part 15 source-selection procedures. The Government does not intend to assign numerical scores or adjectival ratings or establish a competitive range.

Evaluation Factors, in descending order of importance:

1. Technical Capability

2. Relevant Experience and Past Performance

3. Price

Technical Capability is more important than Relevant Experience and Past Performance, which is more important than Price. When combined, Technical and Relevant Experience and Past Performance are significantly more important than Price. As quotations become more similar in non-price merit, Price becomes increasingly important.

Stage 1 – Initial Quotation Screening

Before conducting the detailed comparative evaluation described below, the Contracting Officer will conduct an initial review of each quotation to determine whether it contains the material information necessary for further evaluation and is submitted on a basis consistent with the solicitation.

The Government will discontinue further evaluation of a quotation when the quotation:

1. Is submitted by an entity that is not eligible for consideration under the applicable ISBEE set-aside requirements, or fails to provide the required information identifying the legal entity submitting the quotation and the entity upon which the Quoter relies for ISBEE eligibility, subject to any correction opportunity required by applicable HHSAR procedures;

2. Fails to provide a completed Attachment B – Pricing Schedule, including a required hourly rate for each

Ordering Activity;

3. Fails to submit a substantive Technical Capability response addressing the requirements identified in the

Quotation Submission Instructions;

4. Fails to provide the three (3) representative Hospitalist physician CVs required by Section 5.2;

5. Fails to provide sufficient Relevant Experience and Past Performance information to permit evaluation under Factor 2, except that a Quoter having no relevant corporate past-performance record will not be discontinued solely because it lacks such a record;

6. Fails to identify a proposed subcontractor, teaming arrangement, or other entity upon whose resources, personnel, experience, or capabilities the Quoter materially relies;

7. Takes exception to a material solicitation or PWS requirement, including the required pricing structure, scope of services, or performance requirements;

8. Contains pricing that is incomplete or cannot reasonably be evaluated using the common evaluation methodology established by this solicitation; or

9. Contains another material omission not specifically identified above that prevents the Government from reasonably evaluating the quotation under the stated evaluation factors without obtaining substantive information the Quoter was required to submit with its quotation.

Minor clerical errors, immaterial omissions, or matters that can be addressed without materially revising the quotation do not necessarily require removal from further consideration. The Contracting Officer may seek clarification when determined to be in the Government's interest but is not obligated to permit a Quoter to cure a materially incomplete quotation.

Quotations that do not proceed beyond the initial screening will not be submitted for detailed technical evaluation.

The Government will document the basis for discontinuing further evaluation.

Initial screening does not constitute a final determination of ISBEE eligibility, responsibility, or compliance with applicable subcontracting limitations. The Government may verify such matters at any time before BPA establishment.

Stage 2 – Comparative Evaluation and Focused Review

Quotations remaining after the initial screening will be evaluated comparatively under the stated evaluation factors.

The Government may conduct the comparative evaluation in stages to promote an efficient and minimally burdensome evaluation process. The Contracting Officer may initially compare the remaining quotations based on the information submitted under Technical Capability, Relevant Experience and Past Performance, and Price, together with relevant information available to the Government as permitted by this solicitation.

As the comparative evaluation progresses, the Government may focus further detailed evaluation on those quotations that remain sufficiently advantageous to warrant consideration for establishment of a BPA. Once sufficient information exists to determine that a quotation is no longer sufficiently advantageous to warrant BPA establishment, the Government may discontinue further detailed evaluation of that quotation.

A quotation will not be excluded from further consideration merely because it is not among the lowest-priced quotations. Likewise, a low evaluated price does not, by itself, require continued consideration or BPA establishment. The Government will consider the relationship between demonstrated non-price benefits and evaluated price in determining which quotations warrant continued consideration.

The Government may obtain and consider relevant past-performance, experience, capability, and performance information from sources other than the Quoter's submission, including CPARS, IHS and other Government contract records, Government personnel with knowledge of the Quoter's performance, customer references, and other sources available to the Government. Information obtained from Government sources may be considered in determining a quotation's comparative standing and whether continued evaluation is warranted.

The Government may establish one or more BPAs with the Quoter or Quoters whose quotations provide a sufficiently advantageous overall combination of Technical Capability, Relevant Experience and Past

Performance, and Price to warrant inclusion in the BPA pool. The number of BPAs is not predetermined.

The Government is not required to establish a BPA with every Quoter whose quotation demonstrates the capability to perform the requirement. Technical acceptability, suitability or satisfaction of minimum requirements does not, by itself, warrant BPA establishment.

Evaluation Approach

The Government will use a comparative evaluation of quotations rather than numerical scoring or adjectival ratings. Quotations will be compared against one another under the stated factors and against the requirements of the solicitation. The evaluation is not subject to FAR Part 15 procedures, and the Government will not establish a competitive range. The Contracting Officer may communicate with one or more Quoters, request clarification or additional information, or request revised quotations when determined to be in the Government's interest. The

Government is not required to conduct communications with every Quoter merely because communications are conducted with another Quoter.

6.1 Factor 1 - Technical Capability

The Government will comparatively assess how well each quotation demonstrates the capability, resources, processes, staffing readiness, and management approach necessary to satisfy the PWS. The Government may consider the specificity, credibility, demonstrated applicability, and supporting evidence in the quotation. Generic statements of capability or promises to comply may receive little or no comparative benefit when not supported by meaningful detail or evidence.

Representative CVs will be evaluated as evidence of the Quoter's demonstrated access to the type and quality of

Hospitalist physicians required, not as a guarantee that a specific individual will perform. The Government may consider the relationship between the candidate and the Quoter, the candidate's relevant inpatient experience, and whether the CVs substantiate the recruiting and staffing claims in the technical narrative.

For PIMC, the Government may give greater comparative benefit to demonstrated capability to furnish physicians with recent acute inpatient Hospital Medicine experience appropriate for medically complex patients and the PIMC clinical environment described in the PWS.

When a Quoter relies upon a joint venture member, subcontractor, staffing partner, or other entity to demonstrate technical capability, the Government will consider that capability in relation to the entity's demonstrated role and anticipated participation in performance.

6.2 Factor 2 - Relevant Experience and Past Performance

The Government will comparatively consider the recency, relevance, similarity, quality, depth, and demonstrated results of the Quoter's experience and past performance. Greater relevance may be associated with Hospitalist staffing, acute inpatient hospital care, high-acuity or medically complex patients, Federal/IHS/Tribal healthcare, rural or remote performance, continuity of physician staffing, and requirements similar in size, scope, and complexity.

The Government may consider performance information from a wide variety of sources inside and outside the

Government. The Government is not limited to the references selected by the Quoter. Experience or performance of a subcontractor or teaming partner may be credited to the extent the quotation demonstrates that entity will perform a meaningful role related to the experience or capability being relied upon.

The Government will not automatically equate favorable past performance with technical superiority, nor will an isolated unfavorable matter automatically disqualify a Quoter. The significance of performance information will depend on its relevance, recency, seriousness, pattern, context, and relationship to the risk of successful performance of this requirement.

Experience or past performance of a joint venture member, subcontractor, or other teaming partner may be considered when the quotation demonstrates the entity's proposed role and establishes a meaningful nexus between that experience and the work the entity will perform under the resulting BPA.

6.3 Factor 3 - Price

The Government will evaluate the fully burdened hourly rates and Total Evaluated Price for reasonableness and comparative value. The Government may compare quoted rates with one another, historical prices, market research, independent Government estimates, commercial or Government schedule pricing, or other appropriate price-analysis information.

A low price is not evidence of technical superiority. A rate above or below an average or median is not, by itself, determinative of reasonableness or selection. The Government may consider whether a higher price is warranted by meaningful non-price advantages and whether similar or stronger non-price value is available at a materially lower price.

6.4 Comparative Assessment and BPA Pool Selection

The Government will compare the advantages, risks, and prices of quotations that pass initial screening. The evaluation will focus on meaningful differences that matter to successful Hospitalist staffing and performance rather than mechanically counting strengths, weaknesses, or quotation features.

The Government intends to establish one or more BPAs with responsible and eligible Quoters whose quotations provide a sufficiently advantageous overall combination of Technical Capability, Relevant Experience and Past

Performance, and Price to warrant inclusion in the BPA pool. The number of BPAs is not predetermined.

A Quoter may be technically suitable yet not be selected for BPA establishment when other quotations provide a more advantageous overall combination of non-price merit and price. The Government may establish a BPA with a higher-priced Quoter when demonstrated non-price benefits warrant the additional price. Conversely, favorable technical attributes do not require BPA establishment when the Government determines that those attributes do not provide sufficient additional comparative value at the quoted pricing.

In determining the number of BPAs to establish, the Government may consider whether establishment of additional BPAs provides meaningful additional value under the stated evaluation factors and supports adequate availability of qualified sources for future requirements. This consideration will not constitute a separate evaluation factor and will not override the comparative assessment of Technical Capability, Relevant Experience and Past

Performance, and Price.

7. CLARIFICATIONS, COMMUNICATIONS, AND REVISED QUOTATIONS

The Government may, but is not required to, communicate with one or more Quoters to clarify information, resolve minor ambiguities, verify information, obtain additional documentation, or request revised quotations.

Communications may occur with one or more Quoters without requiring identical communications with every

Quoter, consistent with the RFQ procedures applicable to commercial quotations.

The Government may establish BPAs based on initial quotations without communications. Quoters should therefore submit their best, complete, and supportable quotation initially. The Government will not construct a technical approach for a Quoter or assume that information omitted from a quotation exists.

8. RESPONSIBILITY, ELIGIBILITY, AND PRE-AWARD VERIFICATION

Before BPA establishment, the Contracting Officer will determine that a prospective BPA holder is responsible and eligible for award under applicable RFO FAR Part 9 and Buy Indian Act requirements. The Government may consider financial resources, ability to comply with schedule, performance record, integrity and business ethics, organization, experience, operational controls, technical skills, facilities/equipment as applicable, eligibility, exclusions, and other responsibility information authorized by the applicable RFO FAR.

The Government will verify active SAM registration when required and may request information necessary to substantiate responsibility or Buy Indian Act eligibility. Failure to provide requested responsibility or eligibility information within the time established by the Contracting Officer will result in the Quoter not being selected.

9. QUESTIONS, SUBMISSION, AND AMENDMENTS

Questions concerning this solicitation shall be submitted in writing to the Contracting Officer and any secondary point of contact identified in SAM.gov no later than five (5) calendar days before the quotation response date specified in SAM.gov.

The Government may provide responses to questions through an amendment or other update to the solicitation posted in SAM.gov. Quoters are responsible for monitoring SAM.gov for solicitation amendments, updates, and other information concerning this acquisition.

Quotations are due no later than the date and time specified in SAM.gov and shall be submitted electronically to the points of contact identified in SAM.gov. Quoters are responsible for ensuring successful and timely receipt.

The Government may consolidate and publish answers when doing so is in the Government's interest. Oral explanations or instructions will not bind the Government.

Quoters shall acknowledge all solicitation amendments. The Government may amend this combined synopsis/solicitation when necessary.
