About this file

This is a Questions and Answers document (Amendment 1) for federal contract opportunity 75H71227Q00001.

The document addresses three clarification questions regarding pricing submission and evaluation. For WRSU (Work Requiring Special Utilization) estimated hours, the Government will use 4,152 annual contractor hours for price-evaluation purposes, with Attachment B to be revised accordingly. These estimated hours are for price evaluation and acquisition planning only and do not represent guaranteed hours, minimum purchases, staffing positions, full-time equivalents, BPA ceilings, or fund obligations. Regarding rate terms, quoters must submit one fully burdened hourly rate for each Ordering Activity that applies for the entire ordering period from January 1, 2027 through December 31, 2031. The solicitation does not establish separate annual rates or automatic annual rate-adjustment mechanisms, and the annual BPA review does not constitute a rate adjustment or repricing mechanism. For Attachment B submission requirements, quoters are required only to enter fully burdened hourly rates in the designated hourly-rate cells in column F; no entry is required in Cell B8 of the Hospitalist tab, which is labeled "Vendor Input" for informational purposes only to identify cells intended for quoter-entered pricing.

Question 1 – WRSU Estimated Hours

PWS Section 4.2 estimates about 4,152 annual contractor hours for WRSU, while Attachment B lists 2,080 hours for WRSU. Which figure will the Government use to calculate the WRSU evaluated amount?

Government Response: The Government will use 4,152 estimated annual hours for WRSU for price-evaluation purposes. Attachment B will be revised accordingly. The estimated hours are for price evaluation and acquisition planning purposes only and do not represent guaranteed hours, minimum purchases, staffing positions, full-time equivalents, BPA ceilings, or obligations of funds.

Question 2 – Rate Term

Attachment B provides one rate for each Ordering Activity. Please confirm that each rate applies for the entire ordering period (01/01/2027 – 12/31/2031), and whether any mechanism exists for rate adjustment at the annual BPA review (Attachment E, Section 18).

Government Response: Quoters shall submit one fully burdened hourly rate for each Ordering Activity in accordance with Attachment B. The solicitation does not establish separate annual rates or an automatic annual rate-adjustment mechanism. The annual BPA review described in Attachment E, Section 18 does not constitute an annual rate adjustment or repricing mechanism.

Quoters shall submit pricing based on the solicitation and Attachment B as issued or amended.

Question 3 – Attachment B “Vendor Input”

Cell B8 of the Hospitalist tab is labeled “Vendor Input.” Is the quoter expected to enter anything other than the hourly rates in column F?

Government Response: No. Quoters are required to enter the requested fully burdened hourly rates in the designated hourly-rate cells in Attachment B. No entry is required in Cell B8. The “Vendor Input” notation is informational and identifies the cells intended for quoter-entered pricing.
