About this opportunity
The Department of the Army Materiel Command Army Contracting Command is soliciting proposals for non-tactical vehicle (NTV) preventative maintenance and repair services at U.S. Marine Corps Forces Korea (MARFORK) facilities. The contract requires a Korean contractor to provide comprehensive maintenance services including monthly inspections, semi-annual and annual services, repair services on a requirement basis, pick-up and delivery services, and 24/7 emergency towing for Korean-manufactured vehicles including sedans, vans, SUVs, pickups, and trucks. Key contractor qualifications include a minimum of two years of NTV maintenance and repair experience within the last seven years, valid Republic of Korea government certifications (Professional Motor Vehicle Maintenance Business Certificate, Automotive Vehicle Maintenance and Repair Business Registration, and Facility Registration Certificate), a facility located within 10 miles of Camp Humphreys, comprehensive liability insurance, and a Contract Manager with two years of relevant experience and English proficiency (minimum TOEFL 450 or TOEIC 550). The government will evaluate proposals based on two factors: Prime Contractor Qualifications and Maintenance Plan (including contractor requirements, personnel qualifications, and overall maintenance plan details) and Price, with award to the responsible offeror offering the lowest total five-year price without discussion. The proposal submission deadline is March 2, 2026, at 1:00 PM Korea Standard Time, with questions regarding the solicitation due by March 2, 2026, at 1:00 PM.
This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside, though no incumbents or current contractors are identified in the procurement documents. The contract is structured as a firm fixed price requirement-type contract with a base period from May 1, 2026 through December 31, 2026 (eight months), followed by four optional 12-month periods extending through December 31, 2030, for a total potential contract duration of 58 months. The contract includes specific annual allocation amounts for repair services (W150,000,000) and emergency towing services (W20,000,000), with pricing for all services submitted in Korean Won for the base period and four option years. The place of performance is located at Camp Humphreys (Paengseong-eup, Seobuk-gu, Pyeongtaek-si, Gyeonggi-do, South Korea), with secondary operations at Camp Mujuk for certain services, and the contractor's primary maintenance facility must be within the specified proximity to Camp Humphreys. The contract will be funded directly by the Republic of Korea government through the Logistics Civil Augmentation Program (LCS), with no U.S. appropriated funds obligated, and all supplies and services are exempt from Korean customs duties, special excise taxes, and value-added taxes under the U.S.-ROK Status of Forces Agreement.
