About this file
This is a Questions and Answers (Q&A) document providing clarifications on contract requirements for a Non-Tactical Vehicle (NTV) maintenance contract.
The document addresses three key inquiries: First, regarding Camp Mujuk vehicles listed in Appendix A-2, the government clarified that major repair services may be performed either at the contractor's facility near Camp Humphreys or at a local facility in the Pohang area, with any other locations requiring Contracting Officer Representative (COR) approval. Second, the government confirmed that contractors may engage a separate local subcontractor located in Pohang exclusively for Camp Mujuk NTV support while maintaining their primary facility within the required 10-mile radius of Camp Humphreys. Third, regarding Contract Manager qualifications under Subfactor 2, the government specified that educational degrees obtained in the United States or English-speaking countries do not satisfy the English proficiency requirement and cannot substitute for official TOEFL or TOEIC test scores. These clarifications address cost-effectiveness concerns related to vehicle transportation logistics and provide specific guidance on subcontracting arrangements and personnel qualification documentation.

ATTACHMENT #6
Q1. Place of Performance for Camp Mujuk (Appendix A-2) Vehicles According to the PWS, vehicles listed in Appendix A-2 (Camp Mujuk) are subject to "Repair Service (Major Repair Only)" and "Emergency Towing Service" but are explicitly excluded from CLIN 0006 (Pick-up and Delivery Service). Since many of the vehicles in Appendix A-2 are large commercial vehicles (e.g., buses, heavy trucks), transporting them from Pohang to Camp Humphreys for repairs seems practically difficult and cost-prohibitive.
Question: Could you please confirm if the major repairs for Camp Mujuk vehicles must be performed at the contractor's facility near Camp Humphreys, or if they can be repaired at a local facility in the Pohang area?
A. Major repair services for Camp Mujuk NTVs may be performed either at the contractor’s facility near Camp Humphreys or at a local facility in the Pohang area. Any other locations must be approved by the COR.
Q2. Use of Multiple Subcontractors and the 10-Mile Radius Rule We understand the requirement that the contractor's NTV maintenance facility must be located within 10 miles of Camp Humphreys. We intend to meet this requirement with our primary facility.
Question: To ensure cost-effectiveness and efficiency for the Camp Mujuk requirement mentioned above, is it permissible to engage a separate local subcontractor located in Pohang specifically for the Camp Mujuk fleet, while maintaining our primary facility near Camp Humphreys? We would ensure that the Pohang subcontractor also meets all qualification requirements.
A. The Contractor may engage a separate local subcontractor located in the Pohang area for the exclusive purpose of supporting the Camp Mujuk NTVs.
Q3. Contract Manager (CM) English Qualification The solicitation (Subfactor 2) requires the Contract Manager to submit a TOEFL or TOEIC score as proof of English proficiency.
Question: If the proposed Contract Manager has obtained both High School and University degrees in the United States (or an English-speaking country), can these educational degrees be accepted as valid proof of English proficiency in lieu of the specific test scores?
A. Educational degrees alone do not constitute acceptable proof of English proficiency and cannot be used in place of official TOEFL or TOEIC scores.
