About this file
This document is an Addendum to FAR 52.212-2 Evaluation for Commercial Items for a Non-Tactical Vehicle (NTV) maintenance and repair contract at Camp Humphreys, Republic of Korea. The solicitation outlines two primary evaluation factors: Prime Contractor's Qualifications and Maintenance Plan, and Price. Key contractor requirements include having at least two years of NTV maintenance experience, valid Korean government registrations, a facility within 5km of Camp Humphreys, and comprehensive insurance. Personnel qualifications mandate a Contract Manager with two years of experience and English proficiency, and mechanics with two years of experience and an Automotive Mechanic Technician license. The maintenance plan must detail labor composition, equipment, and execution strategies. For pricing, the government will evaluate the total combined price over five years, including a base period and four options, with the intent to award without discussions and using FAR 13.106-3(a) guidelines.

-Subfactor 2. Personnel Qualifications

a. CM's resume shall show a minimum of two (2) years of experience as a CM in NTV maintenance and repair services within the last seven (7) years and the required English language proficiency.

C. Any additional information relevant to the successful execution of the requirements outlined in the PWS.
FACTOR 2. Price
Proposed price will be reviewed to determine if the offeror’s price proposal is complete and reasonable. The price proposals will be evaluated IAW FAR 13.106-3(a). The following applies to that evaluation.
(1) Completeness. The offeror shall complete the pricing information for all CLINs/Sub-CLINs identified for base period plus four (4) options (total five (5) years). Any underlying assumptions, including proposed escalation rates between the 1st and subsequent periods, shall be clearly explained.
(2) Reasonableness. Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, current market prices for same or similar services and/or when compared among other technically acceptable offerors.
(3) Price is not scored. The lowest price for award purposes will be the combined total of the effective period of five (5) years from the date of the award. Price must include all CLINs/Sub-CLINs as listed on the Price Schedule. The Government intends to evaluate proposals and award a contract without discussion.
Therefore, Offerors are instructed that submitted proposals should contain their best pricing.
(4) FAR Clause 52.217-8 Option to Extend Services. As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror’s final option period prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one-half-year extension of services period.
-Non-Evaluated CLINs (Requirement CLINs):
CLIN 0005 and CLIN 0007 are requirement CLINs with Not-to-Exceed (NTE) amounts. While funding is set aside up to the maximum amounts identified in the PWS, the Government may not obligate or spend the entire amount. These CLINs will not be evaluated for price. The total evaluated price will be based on all other priced CLINs.
