About this file
This is an Addendum to FAR 52.212-2 establishing evaluation criteria for a commercial services contract for NTV (vehicle) maintenance and repair services at Camp Humphreys. The evaluation is based on FAR Part 13.106.2, with the Government awarding to the responsible offeror whose proposal is most advantageous considering price and other factors.
Factor 1 addresses Prime Contractor's Qualifications and Maintenance Plan, divided into three subfactors. Contractor Requirements mandate a minimum of two years' relevant NTV maintenance and repair experience within the last seven years; valid Republic of Korea Government registrations and certifications (Professional Motor Vehicle Maintenance Business, Automotive Vehicle Maintenance and Repair Business Registration, and Facility Registration for Vehicle Maintenance and Repair); facility location within 10 miles of Camp Humphreys (Adams Gate or Yoon Gate), with failure to meet this being an automatic "Unacceptable" rating; and comprehensive insurance coverage. Personnel Qualifications require a Contract Manager with minimum two years' experience in NTV maintenance services within seven years, English language proficiency (minimum TOEFL 450/CBT 133/iBT 45 or TOEIC 550), and an availability statement; mechanics must have minimum two years' field experience within seven years and possess an Automotive Mechanic Technician license or higher. The Overall Maintenance Plan subfactor requires detailed documentation of labor composition and quantities with defined roles, equipment plan showing types and quantities with procurement capability, and any additional relevant execution information.
Factor 2 addresses Price, requiring complete pricing for all CLINs/Sub-CLINs for the base period plus four options (five total years) with clearly explained escalation rates. Price reasonableness will be evaluated against the independent Government estimate and current market prices for comparable services. Price is not scored; the lowest total five-year price determines the award. For evaluation purposes, one-half of the final option period price is added to the total. CLINs 0005 and 0007 are non-evaluated requirement CLINs with Not-to-Exceed amounts and will not be included in price evaluation.

-Subfactor 2. Personnel Qualifications
1. Contract Manager (CM):
a. CM's resume shall show a minimum of two (2) years of experience as a CM in NTV maintenance and repair services within the last seven (7) years and the required English language proficiency.

B. Equipment plan, including types, quantities, and the ability to procure necessary equipment, parts, and materials.
C. Any additional information relevant to the successful execution of the requirements outlined in the PWS.
FACTOR 2. Price
Proposed price will be reviewed to determine if the offeror’s price proposal is complete and reasonable. The price proposals will be evaluated IAW FAR 13.106-3(a). The following applies to that evaluation.
(1) Completeness. The offeror shall complete the pricing information for all CLINs/Sub-CLINs identified for base period plus four (4) options (total five (5) years). Any underlying assumptions, including proposed escalation rates between the 1st and subsequent periods, shall be clearly explained.
(2) Reasonableness. Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, current market prices for same or similar services and/or when compared among other technically acceptable offerors.
(3) Price is not scored. The lowest price for award purposes will be the combined total of the effective period of five (5) years from the date of the award. Price must include all CLINs/Sub-CLINs as listed on the Price Schedule. The Government intends to evaluate proposals and award a contract without discussion.
Therefore, Offerors are instructed that submitted proposals should contain their best pricing.
(4) FAR Clause 52.217-8 Option to Extend Services. As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding one-half of the Offeror’s final option period prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and one-half of the 4th option. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one-half-year extension of services period.
-Non-Evaluated CLINs (Requirement CLINs):
CLIN 0005 and CLIN 0007 are requirement CLINs with Not-to-Exceed (NTE) amounts. While funding is set aside up to the maximum amounts identified in the PWS, the Government may not obligate or spend the entire amount. These CLINs will not be evaluated for price. The total evaluated price will be based on all other priced CLINs.
