The vehicle requirement includes eleven mid-sized SUVs and nine full-size crew cab trucks, which must be new or like-new condition with less than 20,000 kilometers and model year 2023 or newer. Potential vendors must have capability to access U.S. military installations in Kuwait and provide comprehensive capability statements demonstrating team composition, maintenance plans, past performance, and federal government experience. The procurement will follow the NAICS code 532112 for Passenger Car Leasing and PSC code W023 for Equipment Leasing. Responses to the Request for Information (RFI) are due by 4:00 PM ET on January 4, 2025, and must include detailed company information such as DUNS/CAGE codes, JCCS registration, and SAM registration.

The contract will be a fixed-price arrangement with a 6-month base period from March 28, 2025 to September 27, 2025, followed by three potential 12-month option periods. The solicitation does not have a specific small business set-aside designation, indicating it is open to all eligible contractors. While no incumbent contractor is mentioned, the government reserves the right to extend services for an additional 6 months under FAR Clause 52.217-8 if deemed in the best interest of the government. The total contract duration could potentially span up to 4.5 years, including the base period and three option periods. Vehicles will be utilized by USACE personnel in Kuwait, suggesting a strategic operational requirement for mobile transportation in the region. The anticipated contract award is expected on or about February 15, 2025, with performance beginning around March 28, 2025.
