About this opportunity
The Indian Health Service, Shiprock Service Unit is conducting a sources-sought market research initiative to identify qualified firms capable of providing Non-PSC Pharmacist Services for the Pharmacy Department at the Northern Navajo Medical Center. This pre-solicitation notice explicitly prioritizes Indian-owned economic enterprises under the Buy Indian Act, though other capable firms are also invited to respond. Interested parties must submit a company profile by Friday, March 20, 2026 at 12:00 p.m. MDT to Contract Specialist Cornelius Tsipai, with the subject line "SS-SRSU-26-0015," including UEI, company information, primary point of contact, business size classification, socio-economic status, Native American ownership identification, and SAM.gov registrations. The applicable NAICS code is 561320 (Temporary Health Services) with a small business size standard of $34 million. Respondents should provide capability statements detailing current and past performance history, including any established contracts with GSA or VA schedules. All submissions are voluntary, and the government assumes no financial responsibility for response costs. This notice is purely for market research purposes to determine the contracting office's acquisition strategy regarding competition, set-asides, and identification of Indian-owned economic enterprises.
No set-asides have been designated at this time, though the government's evaluation strategy will first consider Buy Indian Act opportunities and then small business set-aside programs under the Small Business Act. No incumbent contractor or award value information is disclosed in this pre-solicitation notice. Indian-owned Small Business Economic Enterprises and Indian-owned Economic Enterprises must complete the attached IHS Indian Economic Enterprise Representation Form per HHSAR 326.606-1(b), which requires certification of 51% Indian ownership and affiliation with a Federally Recognized Tribal Entity. All offerors and quoters must be registered in the System for Award Management (SAM.gov) at the time of submission and at the time of award. The government emphasizes that false or misleading information constitutes a violation of federal law, including 18 U.S.C. 1001 and the False Claims Act. Telephone inquiries will not be accepted, and no feedback will be provided to respondents.
