About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 16 seeks non-emergent wheelchair transportation services for eligible veterans across Texas, Oklahoma, Arkansas, and Louisiana, with proposals due July 29, 2026 at 1:00 PM Central Time. This procurement is a Service-Disabled Veteran-Owned Small Business set-aside.
The contract is a single-award, Firm Fixed Price Indefinite Quantity vehicle with a not-to-exceed value of $19 million over a base period of 12 months plus four optional 12-month renewal periods, beginning 30 days after award. Place of performance is Houston, Texas, with service delivery to Michael E. DeBakey VA Medical Center, its 11 Community-Based Outpatient Clinics, and other VISN 16 facilities.
The contractor must provide 24/7/365 transportation services with pricing differentiated by patient weight (up to 300 pounds, estimated 22,500 trips annually; over 300 pounds, estimated 7,000 trips annually), mileage reimbursement outside a 30-mile threshold (estimated 30,000 miles annually), and waiting time charges for delays exceeding 30 minutes. All contractor personnel must hold a valid Texas driver's license, pass background checks, complete defensive driving and CPR training, and comply with federal, state, and local transportation regulations. Vehicles must include wheelchair accessibility lifts, restraint systems, GPS navigation, and infection control kits. The contractor must utilize the VA's VetRide Vendor Portal or VA-approved transportation software for trip requests and billing via HCFA 1500 forms, with invoices submitted within 30 days of service. Workers' Compensation insurance, medical liability insurance, HIPAA compliance, and bloodborne pathogen protocol adherence are required.
Amendment 2 (July 17, 2026) clarifies that all compensable hours—including standby, on-call, waiting periods, travel to pickup locations, repositioning, vehicle inspections, dispatch communications, and documentation—must be included in proposed pricing. Service Contract Labor Standards wage determinations apply by county and are incorporated by reference. NAICS code is 485991; PSC code is V212.
