About this opportunity
The National Park Service, specifically the North Cascades National Park in the Pacific West Region, is seeking quotations for the design and manufacture of a specialized erosion control barge with a crane package for use on Ross Lake. The solicitation (RFQ #140P8325Q0002) requires a 40'x20'x5' welded steel barge with a 66,749 ft-lb capacity knuckleboom crane, designed primarily for shoreline erosion control and repair work. Key contract requirements include marine-grade freshwater construction, delivery of as-built drawings, operations/repair manuals, and technical literature. The evaluation criteria will focus on best value, considering price, technical capability, relevant experience, expertise, and past performance. Quotes are due by December 18, 2024, at 5:00 PM Pacific Time, with the government intending to issue a binding contract without further negotiations.
The procurement is designated as a total small business set-aside, with NAICS codes 336611 (Barge Building) and 336612 (Boat Building) applicable to this opportunity. The barge and crane package must be delivered to the north end of Ross Lake, requiring transportation through Canada, with a specific delivery window of July-August 2025 when the lake is at full pool. While no specific award value is explicitly stated, the complexity of the barge and crane specifications suggests a significant investment. The project requires the contractor to meet domestic content requirements, including 60% domestic content for non-iron/steel products and less than 5% foreign content for iron/steel products. The completed barge will be used as a dedicated work platform for erosion control activities, with the crane capable of performing repair and construction mitigations along the lakeshore.
