RFQ #140P8325Q0002 NOCA – EROSION BARGE WITH CRANE PURCHASE

Combined Synopsis/Solicitation Attachment 1

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

The National Park Service, North Cascades National Park is seeking quotes for the design and manufacture of a barge and crane package. This Barge will be used on Ross Lake, its primary focus will be for use as an erosion control work platform and primarily tied up or anchored close to shore, where the crane will be used in the repair and construction of erosion control mitigations of the lakeshore. It will include a Knucleboom Crane with Attachments.

REQUIREMENTS: The successful quoter shall design a barge with crane as a complete package in accordance with the specifications below. Barge and Crane will be marine grade for freshwater operations. The completed barge will be delivered to and assembled at the North End of Ross Lake in the Hozomeen Sub-District.

Barge Specifications and Salient Features:

Welded Steel Barge (all welding by certified welder) Hull Length: 40’ feet Beam: 20’ Feet Depth: 5’ Feet Completed barge will be 20’ Wide x 40’ Long x 5’ Deep.

Two Sections 10’ x 40’ x 5’ 10’ x 10’ x 5’ industry standard rake, 2 each. If a rake is not available, two (2) 10’ x 15’ x x4’ industry standard ramps shall be substituted. Indicate which you are offering.

Rake shall be attached to the bow using the same locking system as used on the hull.

Rated Load Capacity (at 65% submergence): approximately 40 tons.

Locking Units: 10. Pins shall extend from deck to bottom of the hull, one approximately every 5’ feet.

Deck Thickness: Deck: 0.25”; bottom: 0.50”; sides: 0.25” Reinforced Contact Area with Shore: 0.325’ or suggestions on Quote, this will be primarily for the bow/stern contact area where it will wear against the rocky beach. Or use Ultra-High-Molecular-Weight (UHMW) Polyethylene as wear pads to protect from rocky shoreline during crane operations.

Deck Beam Spacing: 18” longitudinal, 19” transverse.

Deck bearing capacity: 5000 lbs./sg. ft.

Contractor shall perform a hull pressure test. Test results verifying hull integrity shall be supplied to National Park Service prior to purchase.

Each unit shall be sandblasted (SPCC/SP6) and then painted with 4-6mm of grey Devoe

Bar-Rust 235 epoxy coating, or equivalent, prior to purchase.

12” Galvanized Cleats shall be installed: One each, port and starboard, 3’ from the bow and stern. Four (4) additional 12” galvanized cleats shall be installed, port and starboard, equally spaced between bow and stern cleats. All cleats will be backset 10” on center from the port and starboard sides.

Contractor shall install a continuous 4.5” w x 3.75”h extruded rubber rub rail on starboard, port and stern centered 12” below deck level.

Deck shall be coated with a non-skid surface.

Four Tie Down Hand Winches 8,000 lb. with 75’ feet of .375” Amsteel Rope will be installed at each corner for tying up to pushing vessel.

Watertight hatch covers will be installed for compartment pump out as well as internal inspections.

Options for adding Bilge Pumps with ½” FIP with plugs one per section.

Reinforce deck area where Knucleboom crane will be attached to the barge.

Crane will be attached centered to the deck but towards the rear to achive balance and use of the full deck for storage of Large Rocks.

Crane Specifications and Salient Features:

Welded Steel Crane (all welding to be performed by certified welder) 66,749 ft-lb capacity crane with three hydraulic extensions to 33’2” 406 deg rack and pinion in oil bath.

Controls from six function HIAB 80 valve.

High pressure oil filter Environmentally friendly Biodegradable Universal Tractor Fluid will be installed in

Hydraulic Circuits, our current brand is Castrol Performance Bio HE 32 TG and no substitutes allowed.

Three-point suspension mounting system.

Load holding valves mounted to inner, outer boom and extension.

Clamp on type mounting kit with a clamping span 7” – 23” Articulating Crane Council of North America (ACCNA) decals Standup Controls for Duo Crane KM 613HPX-HD Rock Grapple Power Pack Complete, 31 HP Vanguard Gasoline Fixed Pump Flow.

Maintenance Free gel cell battery

Warranties:

1. Specify length and type of warranty for barge and crane.

Delivery:

1. Contractor shall arrange for shipping and delivery to Hozomeen campground at the North end of Ross Lake. It will be necessary to travel via Hope, BC., on Canadian Highway 1, and then 38 miles on a gravel logging road back into the United States. Barge units will need to be trucked on hi-boys as there are two single lane bridges.

2. Contractor shall coordinate delivery with National Park Service, providing at least 15 days’ notice prior to transport. Contractor shall procure all necessary permits for the trip in the United States and Canada and comply with all applicable regulations.

3. Time frame for delivery will need to be within a very short window of July and August as full pool will be needed to launch and assemble barge and crane.

Post award Requirements:

1. Supply as-built drawings for barge and crane installation, including all OEM technical information and literature.

2. Provide three complete sets of operations and repair manuals as well as references for service, filters and parts. For both the Barge and the crane.

The North American Industry Classification System (NAICS) Code for this requirement is 336611 - Barge building and Small Business Size Standard for this NAICS code is 1,300 employees, or 332312 - Barge sections, prefabricated metal, manufacturing and Small Business Size Standard for this NAICS code is 500 employees, or 336612 - Boat Building and Small Business Size Standard for this NAICS code is 1,000 employees.

This Request for Quote (RFQ) is a Total Small Business Set-Aside. Quotes are solicited only from small business concerns. This acquisition is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular (FAC) 2024-07 published in Federal Register August 24, 2024. Quotes received from concerns that are not small business concerns shall not be considered.

The Government anticipates award of a firm-fixed-price contract resulting from this solicitation.

Evaluation for award will be made in accordance with the simplified acquisition procedures outlined in FAR Part 13.106. The Government anticipates issuing a contract resulting from this request for quote to the responsible Contractor whose quote will be most advantageous to the Government, determined on statement of work, pricing, relevant experience, and other relative factors.

Instructions to quoter:

All responsible small business sources may submit a quote, which shall be considered by the agency. The contractor must show within the quote relevant experience by demonstrate the ability to successfully complete as followed; barge and crane’s specifications and salient features and understanding full scope of work. Barge and Crane will be marine grade for freshwater operations. Award will be made as a firm-fixed-price contract.

The contract will be determined on statement of work and pricing, as acceptability for this requirement below. Award will be made to a responsible source pursuant to FAR subpart 9.1.

In order to have a quote considered for award, respondent must be registered at the System for Award Management (SAM) website (https://www.sam.gov) as an active vendor at time of submitting quote.
