RFQ #140P8325Q0002 NOCA – EROSION BARGE WITH CRANE PURCHASE

Amendment 1

Questions and Answers

We are reviewing the specifications outlined. Upon conducting a preliminary analysis, our engineering team has determined that achieving the specified deck load rating of 5,000 lbs per square foot with the stated deck thickness of 0.25” and frame spacing of 18” is not feasible.

Given this apparent discrepancy, we would appreciate guidance on how to proceed.

1. Should the design prioritize the deck load rating over the specified dimensions?

“Yes. We need the load rating as a priority as we are going to haul heavy rock on the barge.”

2. Are there revised specifications or additional clarifications that will be provided?

“No revised specifications will be provided at this time.”

*We conducted another pulmonary analysis, which indicates that utilizing 0.50” on the main deck, along with the specified 18” frame spacing, will yield the appropriate deck load rating of

5,000lbs per square foot.

"Sounds like they need to use the 0.500 or half inch plate for the deck that’s sounds great, and it does make sense."

3. Material Sourcing Compliance:

The solicitation includes both FAR 52.225-1 (Buy American) and FAR 52.225-5 (Trade

Agreements). Given that Canada is a designated country under the Trade Agreements Act, could you please confirm if sourcing more than 45% of materials from Canada would still meet the solicitation requirements?

Domestic content test

The cost of domestic components must exceed a certain percentage of the cost of all components:

Non-iron and steel products: The domestic content threshold is 60% as of October 25, 2022, 65% in 2024, and 75% in 2029.

Iron and steel products: The cost of foreign iron and steel must be less than 5% of the cost of all components.

4. Steel Specifications:

Could you also confirm the specific weight or class of steel required for the barge? While the specifications detail thickness and other characteristics, additional clarification on the steel's grade or classification would ensure full compliance with the solicitation requirements.

“It looks like we should go with the steel grade AH36. So. I'm basing this off of our more

Northern climate and the rough use it will see working on Ross Lake.”

5. Requesting an extension for bid submittal for this solicitation.

Yes. This solicitation will be extended until Wednesday December 18, 2024, 5:00 pm Pacific

Time.
