About this opportunity
The National Oceanic and Atmospheric Administration Northwest Fisheries Science Center seeks technical support and maintenance services for an AB Sciex ExionLC AE liquid chromatograph coupled with a QTRAP 5500 tandem mass spectrometer, with quotations due September 9, 2026. Amendment 0002, posted September 8, 2026, clarified equipment serial numbers for the ExionLC AE system modules; offerors must acknowledge receipt of both amendments (0001 and 0002) prior to closing.
This is not a small business set-aside. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. The Government will award a low-priced, technically acceptable single firm fixed-price purchase order on an all-or-none basis with Net 30 payment terms. The base period runs September 29, 2026 to September 28, 2027, with three one-year option periods exercisable through September 28, 2030. Base year estimated cost is $34,649.97; option years estimated at $34,161.73, $35,186.58, and $36,242.17 respectively.
The contractor must be an AB Sciex authorized and certified OEM distributor; independent third-party providers do not meet evaluation criteria regardless of factory training or equivalent parts and experience. Required services include one annual preventative maintenance visit by AB Sciex certified field engineers using OEM parts, on-site corrective repairs within two business days for LC systems and three business days for MS systems, and unlimited telephone technical support. All equipment, labor, materials, and travel are included in the contract price.
Quotations are evaluated using Lowest Price, Technically Acceptable (LPTA) procedures on five factors: technical approach, company experience, key personnel qualifications, past performance (minimum one reference required), and firm fixed-price. Quotations must be submitted via email to raynier.camerino@noaa.gov. This is a new requirement, though similar services have been previously procured. (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number 1333MF26Q0100 is issued as a request for quotation (RFQ), for technical support and maintenance agreement for the AB Sciex ExionLC AE LC and QTRAP 5500 MS/MS.
This acquisition is not set-aside for small business concerns. The associated NAICS code is 811210. The small business size standard is $34M.
The Government intends to award a low priced, technically acceptable single award firm fixed-price purchase order on an all or none with payment terms of Net 30.

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
