BRAND NAME DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

2. Description of supplies or services required to meet agency needs (including the estimated value).

The Northwest Fisheries Science Center (NWFSC) Environmental Chemistry Program (ECP) requires a comprehensive multi-year service and support agreement for its AB SCIEX ExionLC AE liquid chromatographer coupled with QTRAP 5500 tandem mass spectrometer (LC-MS/MS) systems. The requirement comprises one base year and 3 subsequent option years to ensure uninterrupted operational capacity.

The service contract must include, at minimum:

1. Preventative Maintenance (PM): The PM has to be conducted by AB Sciex certified field engineers to ensure the system operates within Original Equipment Manufacturer (OEM) specifications. One annual on-site visit for both LC and MS systems. Replacements of parts with OEM parts.

2. Corrective Repair: Unlimited on-site repairs conducted by AB Sciex certified field engineers to assure instrument returns to its peak performance and OEM specifications. On-site repair within 2 business days from the call for LC systems and 3 business days for MS systems. All service repairs will be performed by AB SCIEX’s certified field engineer.

3. Technical Support: Unlimited telephone hardware technical support.

The LC-MS/MS is a highly sophisticated analytical instrument used by the ECP to measure trace-level chemicals. These data are critical for high-stakes research involving salmonids and marine mammal habitat and hatchery environment. These researches directly supports the agency’s mission to increase seafood competitiveness by ensuring robust data on seafood product integrity and effects of environmental stressors.

The instrument operates under extreme physical tolerances, including ultra-high vacuum environments, precise voltage stability, and an accurate and reproducible micro-volume liquid handler. Even minor deviations in these parameters can compromise the selectivity, sensitivity, accuracy, and precision of the data.
