About this file

This document outlines the evaluation factors for the 2026 NMSO Boss Tank Supply Contract, a federal procurement for the Bureau of Land Management (BLM). Offerors must submit quotations in two separate parts: a Technical Proposal (Part I) and a Pricing Proposal (Part II), with submissions due to deronda_chevannes@ios.doi.gov by the stated suspense date. Quotes must remain valid for a minimum of 90 days, and late submissions will not be considered. Vendors should direct any questions to the same email address prior to the suspense deadline, with responses provided via RFQ amendment to all vendors.

The evaluation process employs three criteria: (1) Priced Evaluation Factor—the government will conduct comparative price analysis with lowest price evaluated most favorably; (2) Technical Evaluation Factor—evaluated on a pass/fail basis requiring offerors to demonstrate that quoted tanks meet or exceed BLM specifications and can be delivered within required timeframes to specified locations, including provision of lead times and expected delivery dates; and (3) Past Performance Evaluation Factor—assessed through Government Past Performance Systems including SAM.gov and CPARS.gov to support responsibility determinations under FAR 9.104-1, with unsatisfactory or marginal performance viewed unfavorably. The non-cost criteria (Technical and Past Performance) are weighted equally and combined are approximately less important than price; when technical capabilities are similar, price may be the deciding factor. The government reserves the right to conduct discussions if deemed necessary.

APPLICABLE EVALUATION CRITERIA

Selection of best value will be achieved through a process of evaluating each quote against the Evaluation

Criteria described below.

The non-cost criteria (Technical Evaluation Factor and Past Performance) are weighted equally, and when combined are approximately less important than the price. In this case where technical capabilities are similar, price may be the deciding factor.

PRICED EVALUATION FACTOR The Government will evaluate price reasonableness for the total quoted Price. A comparative analysis will be conducted between each responsive submission. Lowest

Price will be evaluated most favorably.

TECHNICAL EVALUATION FACTOR

The government will evaluate each technical submission against the requirements in the solicitations attached specifications. Contractors are responsible for providing enough technical detail to validate the requirements of the specifications. This will be evaluated on a pass or fail basis.

The offeror must demonstrate that the tanks quoted:

1. The responder shall provide the product specifications which must meet or exceed BLM solicitation specifications.

2. Acknowledge products can be delivered within the required timeframe and to the specified delivery location(s). Include lead times and expected delivery dates.

PAST PERFORMANCE EVALUATION FACTOR Government Past Performance Systems including SAM.gov and CPARS.gov will be evaluated to support the determination of responsibility required per FAR 9.104-1. Likewise, this data will be used to assess the risk confidence in the contractor. Unsatisfactory or marginal performance will be viewed as unfavorable.
