About this opportunity

The National Institute of Standards and Technology seeks a qualified contractor to replace aging solar-powered exterior pole luminaires with new hard-wired LED pole luminaires at its Boulder Campus, with proposals due August 18, 2026. This is a total small business set-aside (NAICS 238210, size standard $19.0 million).

Place of performance is Boulder, Colorado. Work includes demolition and removal of existing solar lighting systems, design and installation of new pole bases and luminaires, photometric analysis, structural pole base design stamped by a licensed Colorado Professional Engineer, installation of new electrical circuits from nearby building panelboards, trenching, backfilling, restoration of landscaped and hardscaped areas, equipment labeling, and coordination of electrical shutdowns. All work must comply with the National Electrical Code, NIST site standards, and applicable safety and security requirements. Contractors must obtain fixtures from approved manufacturers (RAB and CREE only; no approved equals); all luminaires must have integral photocell controls and full-cutoff design complying with IESNA standards. All materials, including solar fixtures and poles, must comply with Buy American requirements per FAR 52.225-9.

The base contract covers 15 solar luminaires along Curie Circle in front of Building 25. Seven option CLINs cover replacement projects at B25 parking lot (8 luminaires), B22 Curie Circle (9 luminaires), laydown yard (7 luminaires), demolition of existing solar array near B22, B4/B5 area (2 luminaires), B51 (20 luminaires), and high-speed switch location (4 luminaires). Period of performance is anticipated at 365 days from notice to proceed, with semi-annual full site shutdowns tentatively scheduled for September 19–20, 2026; May 22–23, 2027; and September 18–19, 2027. Electrical shutdowns involving branch circuit panelboards require 8 weeks' advance notice.

The contract is firm-fixed price. Evaluation weighs Technical Approach and Compliance (20-page limit, including resumes for key personnel requiring minimum 5 years' experience) at one factor; Preliminary Schedule using October 1, 2026, as estimated notice to proceed at one factor; Past Performance (one to three completed PPQs, with zero projects likely resulting in neutral rating) at one factor; and Price at one factor. Key personnel must include Project Manager, Site Superintendent, and Safety Manager, each with minimum 5 years' experience. Performance and payment bonds are due within 10 calendar days of award. Pricing must remain firm for 90 calendar days from the proposal due date. Contractors must mobilize and commence work within 10 calendar days of notice to proceed.

The mandatory site visit is July 21, 2026, at 1:00 PM MT at Building 25, with attendee lists due July 17. Questions are due July 30, 2026, at 5:00 PM MT. Amendment 0004, effective August 11, extended the proposal deadline from August 13 to August 18, 2026, at 5:00 PM MT, and clarified that NIST will not accept solar-powered lighting solutions. Contact: Lauren Lopez (lauren.lopez@nist.gov) and Shawn Borisow (shawn.borisow@nist.gov).
