The purpose of this amendment (0002) is to identify the new point of contact, and incorporate RFIs with government responses:
A. Change main point of contact:
The new point of contact for this solicitation is Shawn Borisow, Contracting Officer at shawn.borisow@nist.gov. Please send all communication and quotes to this email address.
The prior point of contact is no longer available.
B. Incorporate RFIs with responses:
[KTR RFI 01] “How are proposals to be submitted?”
[GOV RESPONSE 01] Please submit your proposals electronically via email to the Contracting Officer, Shawn Borisow, at shawn.borisow@nist.gov.
[KTR RFI 02] “Is the new Lighting required to comply with the city of Boulder’s Outdoor Lighting Ordinance? Will permits be required for this project?”
[GOV RESPONSE 02] No. The only requirement NIST has is that all new exterior light fixtures are to be full cutoff. City of Boulder permits are not required.
[KTR RFI 03] “Does NIST have specific photometric requirements for the areas in this RFP?”
[GOV RESPONSE 03] Photometric levels shall follow recommended light levels as noted in the Illuminating Engineering Society of North America (IESNA) lighting handbook.
[KTR RFI 04] “Is there an area on site that can be used to stage material for the duration of the project?”
[GOV RESPONSE 04] NIST may provide an area for contractor staging. Size and location will be determined upon contract award.
[KTR RFI 05] “Is there information on the existing pole specifications (manufacturer, spec sheets)?”
[GOV RESPONSE 05] From our limited available documentation, the existing fiberglass poles were manufactured by Newark. Please refer to supplemental information for additional information.
[KTR RFI 06] “Can we get pictures of the electrical panels (opened) and existing schedules for every location that will be getting tied into.”
[GOV RESPONSE 06] Per our discussion at the bid walk, this is a design-build project and as-built drawings were provided to the Contracting Officer (CO) for inclusion in the solicitation, which occurred prior to the bid walk. Please contact the CO if you did not receive these documents. The design team shall determine which panelboard will serve the new light poles.
[KTR RFI 07] “Is there existing conduit in the caissons, to bring power into existing pole locations? Are the solar lights original to the caisson location, or were there hard wired lights at these locations previously?”
[GOV RESPONSE 07] No. The solar lights are original to the caisson.
[KTR RFI 08] “Are we allowed to do a secondary quick walk of the locations before the bid is due?”
[GOV RESPONSE 08] No
[KTR RFI 09] “Is a bid bond required for this project?”
[GOV RESPONSE 09] A bid bond is not required.
PAGE 3 OF 14 1333ND26RNB1900330002
[KTR RFI 10] “Is a geotechnical/soils report available for pole-base (pier/footing) design and trench excavation.”
[GOV RESPONSE 10] Currently there are no reports available.
[KTR RFI 11] “Are as-built underground utility drawings available (electrical, comm, water, gas, irrigation) in the trenching corridors?”
[GOV RESPONSE 11] Yes. This information and as-built drawings were provided to the Contracting Officer (CO) for inclusion in the solicitation, which occurred prior to the bid walk. Be sure you review the solicitation on SAM.gov regularly, because all attachments are published.
[KTR RFI 12] “Are existing site/civil drawings and electrical as-builts/panel schedules available for the source panels (B25, B22, B4/B5, B51, laydown, high-speed switch)?”
[GOV RESPONSE 12] Yes. This information was provided to the Contracting Officer (CO) for inclusion in the solicitation. Be sure you review the solicitation on SAM.gov regularly, because all attachments are published.
[KTR RFI 13] “Do the source panelboards have adequate spare capacity and breaker spaces for the new circuits, or should offerors assume panel/breaker additions where needed? Please also confirm available voltage (120V vs 277/480V) at each source panel.”
[GOV RESPONSE 13] Per our discussion at the bid walk, this is a design-build project and as-built drawings and other information were provided to the Contracting Officer (CO) to include in the original solicitation. Be sure you review the solicitation on SAM.gov regularly, because all attachments are published. The design team shall determine which panelboard will serve the new light poles.
[KTR RFI 14] ”Fixture basis of design — confirm required lumen/wattage output and CCT (spec notes 4000K); are the RAB ALED-M / CREE Edge models basis-of-design with "or approved equal," and is there a minimum photometric performance?”
[GOV RESPONSE 14] The RAB and CREE luminaires are the basis of design. No approved equals are allowed. Photometric levels shall follow recommended light levels as noted in the Illuminating Engineering Society of North America (IESNA) lighting handbook.
[KTR RFI 15] “Controls — confirm all new poles are standalone integral-photocell. For Option-7 (high-speed switch) poles retaining manual control, what is the manual means (local switch/contactor), and does the integral-photocell requirement still apply?”
[GOV RESPONSE 15] “Controls — confirm all new poles are standalone integral-photocell.” That is correct.
Option 7 - Clarification - The existing pole luminaires at the high-speed switch are not manually controlled. New pole luminaires shall be equipped with integral photocell.
[KTR RFI 16] “May new circuits reuse existing conduits/handholes/duct banks where available, or is all-new raceway required?”
[GOV RESPONSE 16] Existing conduits may be used for new circuits if there is adequate space available.
[KTR RFI 17] “Photometric acceptance criteria — what target illuminance (foot-candles), uniformity ratios, and BUG/light-trespass limits must the design meet for NIST approval?”
[GOV RESPONSE 17] Photometric levels shall follow recommended light levels as noted in the Illuminating Engineering Society of North America (IESNA) lighting handbook.
[KTR RFI 18] “Confirm whether the electrical design drawings require a Colorado (electrical) PE stamp in addition to the Structural PE stamp required for the pole bases.”
[GOV RESPONSE 18] An electrical PE stamp is required for the electrical design.
PAGE 4 OF 14 1333ND26RNB1900330002
[KTR RFI 19] “May panel outages occur anytime with 8-week notice, or only within the listed semi-annual shutdown windows (9/19-20/26, etc.)? Is off-hours/night work required at B51 (Option 6), and at whose cost?”
[GOV RESPONSE 19] Panel outages may occur with a minimum of 8-week notice. However, if the panel serves non-critical loads, this notice may be decreased.
Option 6 - Off-hours work may be required for some activities (final lighting circuit tie-in, etc.,). Extensive coordination with the NIST CO/COR will be required. All off-hours work is the contractor’s burden. This is a firm-fixed price contract.
[KTR RFI 20] “Will the Government provide an on-site laydown/staging area for the contractor, and if so, where? (Note the laydown yard is itself Option-3 scope — please confirm it remains available for staging.)”
[GOV RESPONSE 20] NIST may provide an area for contractor staging. Size and location will be determined upon contract award. The NIST laydown yard is not available for contractor use.
[KTR RFI 21] “For source panels inside buildings, do the buildings have basements, crawlspaces, or slabs? Will NIST allow conduits to be surface mounted to the exterior of the buildings to access the panels?”
[GOV RESPONSE 21] All buildings are grade without basements/crawlspaces. NIST will review surface mounted conduits during the design phase.
[KTR RFI 22] “The solicitation currently requires hard-copy proposal submission. In support of sustainability initiatives and to reduce unnecessary paper consumption and associated emissions, would the Government consider allowing proposals to be submitted electronically in lieu of hard-copy submissions? Electronic submission would provide a more environmentally conscious solution while maintaining the integrity and timeliness of the proposal submission process.”
[GOV RESPONSE 22] Please refer to government response to RFI 01.
[KTR RFI 23] “If the Government is unable to allow electronic submissions, please confirm that proposals must be submitted as hard-copy proposals only and that electronic submissions will not be accepted.”
[GOV RESPONSE 23] Please refer to government response to RFI 01.
[KTR RFI 24] “Will the Government please confirm that an offer guarantee (bid bond) is not required with proposal submission and that performance and payment bonds are only required after award? If an offer guarantee is required, will the Government confirm that an electronic copy of the bid bond is acceptable in lieu of an original hard copy delivered in person or by mail?”
[GOV RESPONSE 24] A bid bond is not required. Performance and/or Payment bonds are required within 10 calendar days of award, refer to solicitation documents. Electronic submission is acceptable.
[KTR RFI 25] “Section G identifies Project Manager, Site Superintendent, and Safety Manager as Key Personnel; however, the proposal instructions do not identify whether resumes are required for proposal submission. Please clarify whether resumes are required”

[KTR RFI 73] “New branch circuits are to originate from existing panelboards in the nearest building at each work area. Please confirm whether adequate spare breaker positions and available capacity exist at the identified source panelboards, or whether verification and any required distribution modifications/upgrades are considered part of the Design-Build scope.”
[GOV RESPONSE 73] Refer to previous government responses to RFIs.
[KTR RFI 74] “Is NIST pursuing a broader campus-wide exterior lighting standardization initiative — for fixture types, mounting configurations, controls architecture, maintainability, or spare-parts commonality? If so, please identify any standardization objectives that should be considered so this project aligns with the campus-wide end state.”
