About this file
This is Amendment 0003 to Solicitation 1333ND26RNB190033 issued by the National Institute of Standards and Technology (NIST) located in Boulder, Colorado, effective August 6, 2026. The amendment incorporates minor changes addressing interested party concerns and does not extend the offer due date, which remains August 13, 2026, no later than 5:00 PM (MT).
The solicitation seeks a Firm Fixed-Price (FFP) contract for construction services, with award to the responsible offeror whose proposal represents best value to the government, combining technical acceptability, fair and reasonable pricing, and past performance. Offerors must submit proposals addressing four evaluation factors: (1) Technical Approach and Compliance (up to 20 pages); (2) Preliminary Schedule using an estimated Notice to Proceed date of October 1, 2026; (3) Past Performance via completed Past Performance Questionnaires (minimum of one, up to three relevant projects, with submission of zero projects likely resulting in a neutral rating at best); and (4) Price with detailed cost breakdowns including labor hours, rates by discipline, materials, overheads, and profits. A mandatory site visit is scheduled for July 21, 2026, at 1:00 PM (MT) at Building 25, with attendee lists due by July 17, 2026. Questions and requests for information must be received by July 30, 2026, no later than 5:00 PM (MT). Key personnel requirements include a Project Manager, Site Superintendent, and Safety Manager, each requiring a minimum of five years' experience in their respective roles. Offerors must hold pricing firm for 90 calendar days from the proposal due date and demonstrate ability to mobilize and commence work within 10 calendar days of notice to proceed.

Instructions, Conditions, Notices to Offerors
1. Proposal Submission Requirements:
Evaluation Factors are as follows:
Factor 1: Technical Approach and Compliance Factor 2: Preliminary Schedule Factor 3: Past Performance Factor 4: Price
a. Factor 1 - Technical Approach and Compliance:
The offeror shall submit a Plan of Approach with compliance plans (use diagrams, tables, etc., when appropriate) describing the Offeror’s approach to accomplishing the requirements of the solicitation.
The technical and compliance approach shall include a clear approach to completing technical and compliance aspects of work, means and methods of accomplishing tasks to be performed, material data/information specific to replacement item(s), details specific to support the offeror’s proposed schedules, quality control and safety process(es), Communications diagram, and a complete listing of anticipated subcontractors by discipline.
The Plan of Approach shall not exceed 20 single-sided pages (8.5” x 11”) in length using no smaller than 11-point font; this font size limit is applicable throughout the document to include tables, diagrams, and charts. *Please note, material data / information cut sheets do not count toward the 20-page limit.
Quality Control and Safety methods should be addressed and included.
Ensure to include key personnel in accordance with G.3 1352.237-75 Key Personnel, Project Manager, Site Superintendent, and Safety Manager. Submit resumes for each of the key personnel that possess a minimum of 5 years’ experience performing that role. The more demonstrated experience of the personnel in their specific role(s) will be viewed as more favorably with NIST. Key personnel can perform multiple roles and NIST shall evaluate each role separately, therefore the person must meet minimum requirements of each role proposed on resume/past experience.
b. Factor 2: Preliminary Schedule: Provide a preliminary construction schedule in the form of a Gantt chart with the minimum milestones:
** MAKE USE OF AN ESTIMATED NOTICE TO PROCEEED DATE OF OCTOBER 1, 2026
c. Factor 3: Past Performance
i. The past performance evaluation will assess the relative risks associated with an Offeror’s likelihood of success in fulfilling the solicitation’s requirements as indicated by the Offeror’s record of past performance. In this context, “offeror” refers to the prime contractor. Present and past performance shall be evaluated as a measure of the Government’s confidence in the Offeror’s ability to successfully perform based on previous and current contract efforts.
ii. The Offeror shall submit a completed Past Performance Questionnaire (PPQ) for a minimum of one (1) zero (0) and up to three (3) relevant projects. Please take notice that a submission of zero (0) will likely be, at best, rated neutral when combined with no other available past performance. The more completed PPQs submitted, up to three (3), will be more favorable.
d. Factor 4: Price: Price proposals shall include the information identified below:
i. Offer shall complete and submit Pages 1 through 4 of the Solicitation, Standard Form (SF) 1442.
Complete Blocks 14, 15, 17, 18, 19, and 20A through 20C of the SF 1442. An official having the authority to contractually bind the Offeror's company must sign the SF 1442 in accordance with the procedures prescribed in FAR 4.102.
ii. Return a completed Section K, Representations and Certifications included in the solicitation.
PAGE 5 OF 9 1333ND26RNB1900330003
iii. Complete and submit Price Proposal identifying lump sum price provided on Page 4 of the Solicitation. Additionally, supply price breakouts included labor hours with rates per disciplines;
materials with description, quantities, and prices; all overheads with description and rates; and profits that fully explain the proposed price.
2. The Offeror agrees to hold the offered prices in its offer firm for 90 calendar days from the date specified from quote/proposal due date.
3. The Government reserves the right to eliminate from consideration for award, any or all offers at any time prior to award of the contract.
4. The Government shall not be liable for any costs incurred by the offeror attending the site visit or submitting a proposal in response to this Solicitation.
5. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers shall not consider or use these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
6. In the event there are any inconsistencies between the base contract requirements and the contract SOW(s), the contractor shall bring these to the attention of the contracting officer not later than the site visit
7. A list of individuals attending the site visit is due to the POC listed in Block 9 of the SF 1442 no later than 5:00 PM (MT) on July 17, 2026. The list must include each attendee’s full legal name (first, middle, and last).
If an individual does not have a middle name or is not a US citizen, that must be explicitly stated.
The site visit is scheduled to occur on July 21, 2026, at 1:00 PM (MT). Everyone should meet at Building 25.
8. Any questions/requests for information (RFI)s/requests related to this solicitation must be received by the POC listed in Block 9 of the SF 1442 via email on or before July 30, 2026, no later than 5:00 PM (MT).

M.1 Basis for Award
PAGE 7 OF 9 1333ND26RNB1900330003
EVALUATION FACTORS FOR AWARD
1. BASIS FOR AWARD:
a. The Contracting Officer intends to award a Firm Fixed-Price (FFP) contract to the responsible Offeror whose proposal the Contracting Officer determines represents the best value, price and other factors considered.
2. EVALUATION
a. Relative Importance of Evaluation Factors:
i. The evaluation factors include: Factor 1 – Technical Approach and Compliance, Factor 2 –
Preliminary Schedule, Factor 3 – Past Performance, and Factor 4 - Price. The non-price factors are Factors 1, 2, and 3. Factors 1 and 2 are relatively equal, and when combined more important than Factor 3. All non-price factors (1 – 3) when combined are more importance than Factor 4 (price factor).
ii. The Contracting Officer intends to award a contract to the Offeror whose proposal they determine represents a technically acceptable and fair, and reasonable price, and best value to the government.
The Contracting Officer reserves the right to make no award.
b. Factor 1 – Technical Approach and Compliance
Evaluation of this factor is a subjective evaluation of the Offeror’s understanding of the solicitation requirements (clauses, provisions, and the SOWs) and demonstrates ability to meet contract requirements and SOWs based on the offeror’s proposed technical approach. A technical proposal that demonstrates a thorough understanding of all solicitation and project requirements will be rated higher than a proposal that does not clearly detail an approach, does not adequately address all aspects of the solicitation and project, and/or does not demonstrate the offeror’s technical capability to perform the work. Offerors must demonstrate the ability to mobilize and commence work within 10 calendar days of notice to proceed. This may include evidence of current operations, personnel availability, or other resources sufficient to perform the work in the project location. Additionally, if the Contracting Officer determines a technical proposal is primarily a copy and paste version of a SOW and solicitation requirements it may be removed from any further consideration for award.
c. Factor 2 – Preliminary Schedule Evaluation of this factor is a subjective evaluation of the Offeror’s understanding of the work. A schedule offering a shorter period of performance while demonstrating understanding of the requirements of the statement of work may receive a higher rating. The schedule will be evaluated in terms of completeness, timeliness of completion, and to ensure it presents a thorough understanding of the work required.
d. Factor 3 – Past Performance Evaluation of this factor is a subjective evaluation and will assess the relative risks associated with an Offeror’s likelihood of success in fulfilling the solicitation requirements as indicated by the Offeror’s record of past performance. In the absence of past performance the Offeror shall be rated as neutral in rating.
e. Factor 4 – Price Price will be evaluated based on the total price. The Government has requested, and shall evaluate, each Offeror’s detailed cost breakdown to determine the reasonableness and completeness of the price proposals.
The Government will not conduct price realism as a part of price evaluation. One or more of the following techniques will be used to ensure a fair and reasonable price:
i. Comparison of proposed prices/costs received in response to the solicitation.
ii. Comparison of proposed prices/costs with the Independent Government Estimate.
iii. Comparison of proposed prices/costs with available historical information.
f. Adjectival Ratings
The following adjectival ratings will be used to evaluate timely received Offeror’s submissions in response to this solicitation:
PAGE 8 OF 9 1333ND26RNB1900330003
Adjectival Rating Description

Satisfactory (S)
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. The proposal has no deficiencies but may include some weaknesses that can potentially cause disruption of schedules or degradation of performance. Risk of unsuccessful performance is no worse than moderate.
Marginal (M)
Proposal has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. The proposal has some weakness the will likely cause disruption of schedules or degradation of performance. Risk of unsuccessful performance is high.
