About this file
This is a Questions and Answers document addressing clarifications on the NHOTIC AV System Replacement solicitation for the National Historic Oregon Trail Interpretive Center. The document provides vendor responses to 60+ questions across multiple facility areas, including three theaters, exhibit galleries, the Leo Adler Theater, and facility-wide systems.
Key clarifications include: Theater operations (Areas 142, 150, 155) require identical auto/manual playback systems with power sequencing for 4-day weekly operation; media players may be mounted behind narrow wall displays with extender sets eliminated per vendor design; auto/manual controls can be buttons, touchscreens, or integrated systems; hearing-assist RF transmission systems should be vendor-designed to cover exhibits and theaters with IR or RF options per area needs. Exhibit touchscreen quantities were corrected from typos (1 for Trading Encampment Area 146, 4 for Blue Mountain/Camp Life Area 152, and 4 for Orientation Gallery Area 138). The Leo Adler Theater requires replacement of a 30+ year-old system with 14 LED lighting fixtures (replacing 19 halogens), support for up to 12 video programs via Blu-Ray and digital media, 8 wireless microphone channels, surround-sound capable audio, independent sound-board operation for live events, and flexible lighting presets for work/movie/lecture modes. The government will provide all final content; vendors handle loading and testing only. Facility PA replacement should propose speaker quantities not exceeding 20. All control systems must be commercially available without mandatory subscriptions, provide editable source files and documentation at closeout, and operate on isolated networks independent of DOI systems. Equivalent platforms to Crestron (such as Q-SYS) are acceptable. Installation areas can be sequentially closed during the two-year performance period with no public facility shutdown required.

| There is no amplifier specified. Are the 4 media players to drive 4 different audio zones? | The outlined components are for a system that did not require an amplifier and had 4 independent media players in the gallery. The vendor may recommend a design that includes an amplifier and integrates the media players. The goal is for 4 audios to play in the gallery, the vendor may propose a design to achieve that goal. | ||
| What is controlling the LED Flicker lights? | The flicker lights are currently stand alone and located inside tents and wagons to create the atmosphere in the exhibit. Flicker lights may be stand alone or may be part of a program. The vendor may recommend a design that has them controlled or stand alone. | ||
| C.3 – Touch Screen Interactive Exhibits | |||
| For all touch screen exhibits are the standard computer offerings from Iridium acceptable or do you require the performance or Ultimate upgrades? | Standard should be acceptable, does not need to be Ideum, but equivalent functionality. | ||
| Is installation of these devices required as part of the solution, or will they simply be placed at their locations? | Installation is not needed, content is being developed under a separate contract and will likely not be ready before the AV update contract is finished. | ||
| C.4 – Leo Adler Theater AV System | |||
| What capabilities currently exist in the theater now? | The theater has a lightboard that controls 19 halogen lights, 2 large speakers, amp, and sound mixing panel, and supports 1 DVD player, and two mounted projectors. System is original to 1992. Original 1992 slide projectors, Super VHS player, laser disc, Bata max player, amps, and various sounds and video systems have been removed over the last 34 years. The only working part of the original system is the light board and sound mixer. | ||
| Requirement 2.b references 12 video programs. | |||
| a. | Are these played back from the BluRay player? Or another source? | Staff currently play 4 or 5 video programs that are on DVD. These are in the process of being converted to digital files, as well as a new site video that is a digital file. The request for support of up to 12 programs is to allow flexibility in future years to expand offered programs. | |
| Item – 002: Need clarification on the screen requirements. The requirement specifies a 16:9 and a 4:3 aspect ratio screen that is 11’ tall. What is desired? | The area behind the stage for the screen is 20 feet by 11 feet the vendor may recommend different aspect ratio based on design recommendations. | ||
| What is the ceiling in the auditorium? | Above the stage is 11 feet to ceiling, the ceiling is peaked, the highest point is 20 feet and about 12 feet by the walls. | ||
| Item-008: Extron EXT3-KIT does not exist with HDMI capabilities. This product is USB only. | The vendor may recommend a suitable replacement as part of their design. | ||
| Other than the Blu-Ray Player and Brightsign player, what other sources are required for the theater? | Currently all media files are digital or blueray/DVD, vendor may recommend additional sources. | ||
| Will both the blu-ray and the brightsign content contain surround sound audio? | Yes, both contain surrond sound audio. | ||
| Item-018 Wireless Microphones: Do you want 8 wireless channels or only 6 with interchangeable handheld transmitters for 2 of the channels? | We would defer to the vendors recommendation on 8 or 6 depending on their proposed design. | ||
| Item -022 Sound Board: The Yamha MGX12 specified only has 4 microphone inputs. | |||
| a. | Is that sufficient for the use of the auditorium? | As above, we would defer to the vendors recommendation on if this model is adequate to our needs or one with more inputs is needed. | |
| AV system Requirements states that the system is capable to transition to a traditional theater sound system with control board for live performances: | |||
| a. | What kind of performances are expected to be conducted? | ||
| b. | How many inputs are required for the largest event? | ||
| c. | Are microphone inputs needed at the platform? | ||
| d. | Are stage audio monitors required to support events. | The theater has a max capacity of about 160 people. The majority of the events are lectures, educational programs, films, and small music shows, typically with 1 to 4 musicians. I believe the most inputs used in the past have been 8, there are inputs or mics on the stage. We have used a mi of wireless and corded mics. The vendor may recommend stage audio monitors as part of their design. | |
| C.5 – Leo Adler Theater Lighting System | |||
| How many lighting fixtures are in the auditorium now? | 19 | ||
| How many entry stations are in the current system? | |||
| a. | These are the units used to turn the lights on when you enter the room. | ||
| b. | Do you want multiple presets on the entry stations? | ||
| i. | Or just On/Off? | I am not sure what you are asking for with entry stations. We had a preset for movie and we controlled the walls wash from the light board. We have programed up to 20 presets into the board for stock programs. We likely need a work setting for when working in the room, a movie setting, and lecture setting. | |
| What are the dimensions of the auditorium including height? | The theater is approximately 37 feet by 37 feet, the ceiling is peaked, it is about 20 feet floor to peak at the highest point, and about 12 feet along the walls. There is a drop ceiling over the stage and it is 11 feet from the top fo the stage to the ceiling above the stage. | ||
| What is the distance from the key light bar to the platform? | 15 feet on an angle 10 feet on the level. | ||
| What is the height of the platform? | The stage height above the floor is 2 feet 6 inches | ||
| Is the desire to have all houselights operate as one entity? Meaning do you want all fixtures to change color at the same time, or do you want to be able to control each fixture individually? | |||
| a. | If so, you may want to reconsider the lighting console. You will have more than 20 light fixtures. | We would like the fixtures to be able to operate independent of each other. The vendor may recommend a light panel that is equivalent or better then the one listed in the SOW. The current number of lights is 19 and the SOW request 14 LED light fixtures to replace the existing ones. | |
| Item-019: Is the rotator to go onto one of the above fixtures? | |||
| a. | Typically a gobo rotator is to rotate a single gobo fixture. Is that the desire? | ||
| b. | How many Gobos are you wanting to cycled through? | ||
| c. | Do you have the gobos? | The vendor may recommend either a fixed gobo or one that is added to a light fixture. If it is added to a fixture, that fixture will be used only for gobos. 4 gobos to cycle through should be enough and we have around a dozen gobos. The vendor does not supply individual gobos under this contract. | |
| Room identification: Does the “Blue Mountain Encampment” scope correspond to Room 152, identified elsewhere as “Camp Life”? If not, please identify the room number and provide the intended AV scope for Room 152. | Camp life and Blue Mountain Encampment are the same that was an editing oversight. | ||
| Existing equipment and pathways: Please provide available as-built drawings, rack elevations, signal-flow diagrams, cable schedules, and equipment inventories. Which existing displays, speakers, wiring, conduits, racks, and electrical circuits are intended for reuse? | The majority of the equipment is 30 plus years old or it is something that has been rigged into the systems, the agency is seeking to replace as much of the existing system as possible. Existing electrical conduit and wiring can be reused if it meets the design needs, displays, speakers, racks should be replaced. | ||
| Removal and disposal: Is the contractor responsible for removing and disposing of all existing AV and theatrical-lighting equipment in the affected areas? Are any components to be retained and turned over to the Government? | Agency staff will remove and disposal of any existing AV components through the surpluss property process. The vendor will be responsible for disposal of any material and debris related to the install of new AV components. For example shipping pallets that new speakers arrived on, or cardboard packaging from speakers. | ||
| Independent systems and local networks: Would the Government accept a dedicated, isolated AV network and local control/processing equipment within each exhibit or theater area, provided each area operates independently and a failure in one area does not stop the others? | The vendor may propose a system that runs on a dedicated isolated network with local control, and meets functionality needs. | ||
| Software and maintenance: Please clarify the restriction on proprietary components and recurring fees. Are commercially available, programmable control systems acceptable if the Government receives the editable source files, can obtain the programming software and training, and has no mandatory annual subscription or integrator service agreement? | Yes, commercially available programable systems are acceptable as long as there is no mandatory annual subscriptions or long term service agreement. The vendor may propose system that are commercially available that the government or a nonproprietary vendor can work on in case of issues. Our prior system had proprietary systems from a company that had closed and we were unable to find people who could work on them when they had issues, and we wish to avoid a similar issue. | ||
| Controls and source files: At project closeout, does the Government require editable control programs, DSP files, media-player configurations, passwords, administrator credentials, and network documentation? Please identify any required file formats or access rights. | At the end of the project the government would need editable control programs, DSP files, media-player configurations, passwords, administrator credentials, and network documentation. This is to ensure that updates and repairs can be conducted on the the system without locking the agency into proprietary repairs with one company or not being able to do repairs if a company closes. | ||
| Exhibit content responsibility: Will the Government supply all final video, audio, captions, translations, audio-description tracks, images, and interactive application content? Is the contractor responsible for loading and testing that content only, or also for authoring, converting, synchronizing, or revising it? | The government is responsible for providing any content, the contractor is only responsible for loading and testing the content. | ||
| Content delivery and acceptance: When will final content be furnished, and what representative content will be available for programming and factory testing? If final content arrives after installation, how should offerors account for a return visit and final acceptance testing? | The contractor and COR will work on a delivery schedule for the contact once the contract is issued, to insure it arrives before installation. Content for Item 2 – Touch screen interactive is being developed under a separate contract, as well as content for hearing and visually impaired system, that will likely not be finished before this contract concludes. In those cases the agency shall be responsible for uploading the content, the vendor shall be responsible for test the system to the best of their ability at time of installation. | ||
| Theaters 1–3 (Rooms 142, 150, and 155): Please confirm whether these three theaters are intended to have identical operating sequences and equipment capabilities. What device initiates Auto/Manual operation, and are any existing buttons, occupancy sensors, or show-control contacts to be reused? | Yes, the intent is that all three shall operate on an identical system and have the same capabilities. There are currently in buttons occupancy sensors, being used. They system operates off by turning on a digital media player and it cycles the film on a loop. All components are older and are nearing the end of their life cycle and should not be reused. | ||
| Hearing assistance: Please provide the required assistive-listening technology, coverage areas, receiver quantities, and any existing systems to be retained or integrated for the three smaller theaters and the Leo Adler Theater. | Currently there is no working hearing assist system in the center. All existing systems are over 30 years old and should not be reused or retained. The vendor shall propose a hearing assist system, to create coverage of the center. | ||
| Orientation Gallery cabling: The specification refers to “CAT6E.” Please confirm whether Category 6, Category 6A, or another defined cable standard is required, including any shielding or plenum requirements. | Cat6 or Cat6A should be fine. | ||
| Interactive exhibits: For the reader rails, portrait kiosk, interactive table, and touchscreen monitors, please identify their final locations, mounting conditions, available power/data connections, accessibility requirements, and whether the Government will provide the interactive software. | The reader rails will be installed in exhibit halls, the exact locations have not been determined. The Kiosk will be installed in the lobby, the touch screen table shall be installed in the Native American Gallery. The two monitors shall be installed in the fee desk and info desk. The interactives need to meet ABA guidelines and 508 compliance. The vendor will need to provide the software, the BLM shall provide the content. Kiosk, and monitors will be in areas where they can be mounted in a stud wall. Table in an area where it can be bolted floor, carpet over plywood | ||
| Facility PA: Please provide the existing PA amplifier, telephone paging interface, speaker-zone layout, speaker types/taps, and available test results. Is the allowance to replace “up to 20” ceiling speakers to be priced as 20 replacements, or as a unit price with the final quantity determined after testing? | Current system is from 1992 and is non functional. When SOW was written phones were CISCO phone system. The agency has since moved to teams phones, interface with physical phone system is no longer needed. The vendor is requested to propses how many speakers the system may need not exceeding 20. We believe there is considerable overlap with speaker coverage and all 20 may no longer be needed | ||
| Leo Adler Theater signal flow: Please provide the existing theater audio, projection, lighting, rack, and control drawings. Which existing sources or infrastructure must remain operational during construction, and what shutdown windows are available? | Most of the system has been removed, I do not believe that any control drawings still exist from 1992 or if any can be located they will not match the current configuration since most of the system has been patched together over the years. The theater will be shut down and not operational during the construction. Different parts of the center can be closed off while work is being done and will not have to remain operational. The COR and vendor will work out a schedule to determine the best time for the work | . | |
| Live sound operation: Is a physical mixing console required for the eight wireless microphones and other live-event inputs? If so, please confirm the desired input count, additional stage connections, recording/streaming outputs, and whether the console must remain usable independently of automated show control. | The sounds mixer must remain usable independent of automated show controls. The maximum amount of microphone inputs used in the past has been 8. We would request that the vendor propose the number of inputs that makes the most sense based on their proposed design. | ||
| Audio description: Please clarify the required playback and synchronization method for audio-description content, the number of simultaneous listeners, the delivery method to patrons, and whether the Government supplies mastered, synchronized tracks. | We are working on development of this content in a different contract that will likely no be completed before the AV update is done. We would like the vendor to make recommendations about delivery method, number of listeners the system can support as part of their design. | ||
| Lighting control interface: May a standalone theatrical-lighting console remain the primary lighting controller, with the AV control system triggering predefined cues or presets through a documented interface? Please identify the required automated cues, manual override behavior, and whether wireless DMX is required or merely an acceptable design option. | A standalone console should be sufficient, we would need a set cue for working in the theater, films, and lectures and possible a few more. | ||
| Site access and schedule: Please confirm the available site-visit arrangements, normal working hours, after-hours access, escort requirements, and whether areas can be taken out of service sequentially. Please also clarify the intended installation and acceptance milestones within the stated two-year period of performance. | There is staff in the facility 7 days a week, other then holidays. The vendor can access the sit afterhours if staff is available to remain on site. Outside of initial meet up vendor is able to work independently of staff, areas of the center can be closed as needed for work to be done. The vendor and COR would work with the CO to establish a timeline and milestones for the project. | ||
| Warranty and maintenance pricing: Does the requested annual maintenance-and-repair estimate describe optional service after the 24-month installation warranty, or service during that warranty? Please specify the assumed service coverage, response time, number of visits, and whether this estimate should be included in the evaluated price. | As part of our evaluation for best value to government we would like to understand how expensive year to year will the system your company proposes will be to maintain and keep working past the warranty window. At present time funding is not available for a maintenance or service contract on the system, and we wish to evaluate how expensive the system will be to maintain. | ||
| Section C.2 states the system shall not include proprietary software, hardware or components and shall not be interconnected on WiFi or a network. The component tables then name a Crestron control system, Crestron power sequencers, a "Crestron CP4 with network" and iPad control. Is a Crestron-class control system with tablet control acceptable for the Leo Adler Theater and the exhibit power sequencing, or should quoters propose a non-networked alternative? | Yes it is acceptable, but it will need to stay off the DOI network, we would encourage the vendor to explore non network alternatives in the proposal. | ||
| Is there an existing electrician that was hired to do any of the current modifications to the building? | |||
| If so, can we get the company name and contact as a potential source for electrical contracting? | We routinely work with Baker Electric Service and Whelan Electric, on contracted work and as needed. | ||
| To clarify, the ELo touch 2402L touch panels are 24". Do you want a 24" or a 10" touch panel for each of the locations that require them? (C2.6, C2.8, C2.9) | 10 inch was the recommendation in our market research, however we would encourage the vendor to determine what size makes the most sense to achieve functionality in their design, not exceeding 24 inches. | ||
| PA system (C.2.5): The PA must be "compatible with phone system." Please provide the make and model of the facility phone system and indicate whether it has an existing paging output. | Since the agency has moved to Microsoft teams phones between when the SOW was written and the contract being posted, we are no longer able to directly link the phone system to the PA. | ||
| PA components (C.2.5, Item 003): The requirement for the Push to Talk Mic repeats the amplifier text ("70V amplifier. Crown CDI10000"). Please clarify the intended microphone requirement, and confirm that "CDI10000" refers to the Crown CDi 1000. | The additional zero is a typo | ||
| Control network (C.2): The exhibit systems are to be "not interconnected on WIFI or network," while the theater control system (Crestron with iPad control) and a single control network for the facility may be considered if best value. Would a closed, isolated control network with no internet connection meet the Government's intent? | Yes, the vendor may propose a system that for the exhibits that works on an isolated closed control system not connected to the government network. | ||
| Existing system removal: Section C.2 states NHOTIC staff will remove existing AV components. What is the anticipated timing of that removal relative to installation, and does it include the Leo Adler Theater? | Removal includes the Leo Adler Theater, the vendor and COR will work to develop a timeline when the contract is issued. | ||
| Site access: Will the Center remain open to the public during installation, and are there restrictions on work hours or seasonal access? | The center will remain open however individual areas may be closed off as needed for work. In the winter the center is closed 2 or 3 days per week. | ||
| Would BLM be able to support a virtual walkthrough or provide current photos/video of the existing AV racks, theater, exhibit areas, paging system, electrical panels, and cable pathways? | Yes see attached doument for photos | ||
| Proprietary control platform / equivalent solution. The Statement of Work states that the proposed system shall not include proprietary software, hardware, or components, while several minimum requirements identify Crestron control equipment. Would BLM accept an equivalent commercial control/DSP platform such as Q-SYS, provided the system requires no recurring subscription, operates locally on an isolated AV network, allows individual zones to function independently, and all required programming/configuration files and documentation are provided to BLM? | Yes | ||

| Captioning touchscreen quantities. The Trading Encampment and Blue Mountain/Camp Life sections appear to repeat touchscreen quantities associated with the Orientation Gallery. Please confirm the required quantity of captioning touch displays for the Trading Encampment and the Blue Mountain/Camp Life areas. | This was a typo, it should be 1 screen in the trade encampment and 4 in the Blue Mt Encampment | ||
| Leo Adler Theater projection screen. May the contractor verify the available dimensions and appropriate aspect ratio during the site visit and propose the final screen size/configuration for COR approval? | Yes the vendor can confirm diminsions during a visit and propose size and configuration. | ||
| Leo Adler Theater control tablet quantity. Please confirm the required number of control tablets.
