About this opportunity

The Department of Health and Human Services, Office of the Chief Information Officer, issued a Limited/Sole Source Justification Notice on January 23, 2026, to award an 18-month task order for Next Generation IT Services (NGITS) Operations support to Science Applications International Corporation (SAIC) under GSA Multiple Award Schedule contract HHSP233201800011B with an estimated value of $32,197,288.83. The contract encompasses a 6-month base period and two 6-month option periods, during which SAIC will provide comprehensive IT support services including service desk and deskside support, infrastructure operations, datacenter operations, security operations, network management, and customer service request fulfillment for over 13,000 OCIO users. The Government justified sole-source award under FAR 8.405-6(a)(1)(i)(B), citing SAIC as the only source capable of providing the required services due to its status as the incumbent contractor with fully adjudicated staff and existing operational knowledge, with transition to a new contractor posing unacceptable service disruption risk. Contributing factors to the limited competition approach include significant organizational restructuring and personnel losses at OCIO during 2025, coupled with a Government shutdown from October 1 to November 12, 2025, that disrupted acquisition planning. The Government intends this sole-source task order as a temporary continuity measure while preparing a competitive solicitation for a new award in FY 2027, with pricing determined fair and reasonable under existing GSA BPA rates.
