About this file
This is a Federal Supply Schedule Limited-Sources Justification for a new task order under a GSA Multiple Award Schedule contract. The U.S. Department of Health and Human Services (HHS), Office of the Chief Information Officer (OCIO), seeks to award an 18-month task order to Science Applications International Corporation (SAIC) for Next Generation IT Services (NGITS) Operations support against BPA HHSP233201800011B. The estimated value is $32,197,288.83, comprising one 6-month base period and two 6-month option periods. Services include IT management, service desk and deskside support, infrastructure operations, datacenter operations, and customer service requests. The justification cites FAR 8.405-6(a)(1)(i)(B)—only one source capable of providing services at the required level—as the authority for limiting competition, emphasizing that SAIC is the incumbent contractor with fully adjudicated staff and existing operational knowledge. Any transition to a new contractor would require a minimum six-month onboarding and security adjudication period, creating unacceptable service disruption risk to 13,000+ OCIO users and critical IT infrastructure.
The Government intends this sole-source order as a temporary continuity measure while conducting a competitive solicitation for a new award in FY 2027. Contributing factors include organizational restructuring and personnel losses experienced by OCIO in calendar year 2025, plus a Government shutdown from October 1 to November 12, 2025, that disrupted acquisition planning. Pricing has been determined fair and reasonable by GSA under the existing BPA rates. The justification received approvals from the Contracting Officer (January 7, 2026), OPDIV Competition Advocate, Office of Small and Disadvantaged Business Utilization, and OPDIV Head of Contracting Activity (Quentin McCoy). The Department Competition Advocate's position on the justification was not indicated in the document.

3. Description of Supplies and Services to Include Contract Vehicle/Number Utilized:
The purpose of this request is to award a new task order for Next Generation IT Services (NGITS) Operations (OPS) support against BPA HHSP233201800011B. This new task order will ensure continuous delivery of technical services and support for various IT capabilities within HHS. The contract focuses on providing the following operations services: (1) Management, (2) Service Desk and Deskside Support, (3) Infrastructure Operations, (4) Datacenter Operations, and Customer Service Requests for special projects are supported through funded Intra-Agency Agreements. The Government is reducing risk to critical operations by aligning continuity of contract support with the time necessary for the Government to properly plan and construct the future contract award to meet a modernized demand. This task order will have the same scope of work and complexity as the current task order, continuing the same work under current performance at the same rates in accordance with the GSA BPA. The total period of performance will include one 6-month base period and two 6-month option periods. The total 18-month period of performance will allow sufficient time to suitably solicit and award a future contract.
The estimated value of the proposed action, including all options, is $ 32,197,288.83
The contractor provides a range of services to support OCIO/OPS operations and provides IT support to OCIO/OPS customers. The services include service desk, desk side support, infrastructure support, security operations, network operations, managing service requests, proactive monitoring, and hardware and software maintenance and support. The contractor ensures the smooth operation of the organization's IT infrastructure, resolves technical issues, implements upgrades and updates, and provides proactive monitoring and maintenance to optimize performance and minimize downtime. The contractor enables the organization to effectively utilize technology and ensure the reliability, security and efficiency of IT systems to minimize downtime. The total period of performance is 18 months, inclusive of option periods.
4. Authority:
ORDER AGAINST FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.); Title 40 U.S.C. 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception and for each discuss how the cited authority applies in accordance with FAR 8.405-6(c)(2)(iv).
An urgent and compelling need exists, and following the procedures would result in unacceptable delays (FAR 8.405-6(a)(1)(i)(A));
Only one source is capable of providing the supplies or services required at the level or quality required because the supplies or services are unique or highly specialized (FAR 8.405-6(a)(1)(i)(B));
The U.S. Department of Health and Human Services (HHS) Office of the Chief Information Officer (OCIO) requires technical services and support for critical IT operations noted above. Only the incumbent contractor, SAIC, can provide this critical IT support without a lapse in service. Any break in service would severely harm the Department's critical IT infrastructure, resulting in agency-wide damage and severe security risks, such as the inability to detect intrusion, loss of NOC/SOC support and no firewall security management. This would be catastrophic for the HHS’ network, and the overall impact will be devastating to the 13,000+ users OCIO OPS supports. This temporary operational support is crucial to maintain the integrity and continuity of services that are provided to OCIO's customers and stakeholders.
SAIC is the only source that can provide these services without disruption, making them uniquely situated to provide the support required at this time. Additionally, SAIC contractor staff is fully adjudicated. The importance of this detail is that it has historically taken new contractors a minimum of six months from date of award to acquire the necessary employee background checks and badges to fully staff and transition the operational knowledge. A lapse in service cannot occur and a sufficient transition period must be planned for. This sole source is crucial to maintaining the integrity and continuity of the services that are provided to OCIO's customers and stakeholders and SAIC is the only source that can perform these critical services without disruption. An 18-month period of performance, inclusive of option periods, is required for continuity of services and transition time.
In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited sources procedures (FAR 8.405-6(a)(1)(i)(C)); or
An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. (FAR 8.405-6(b)).
5. Market Research:
Market research was conducted under the direction of the Program Manager and Program Executive leadership. A cross-functional working group conducted limited market research consistent with the nature, timing and scope of this task order.
The Project Manager has direct knowledge of the services currently performed under the existing task order and assessed the effort required for a new contractor to perform the services. This assessment considered the steps necessary for successful transition to a new contractor including the time necessary for onboarding and adjudication activities, systems access and knowledge transfer. It was determined that a new contractor would not be fully operational in time to provide the services without an unacceptable risk to continuity. The incumbent contractor is already performing these critical services and can continue without transition risk.
6. Actions to Increase Competition:
OCIO OPS intends to issue a competitive solicitation for a new award in FY 2027. OCIO OPS will be conducting updated market research and revising the performance work statement, prior to submitting an acquisition request package to the Office of Mission Acquisition Solutions. OCIO OPS anticipates engaging with a wide range of qualified vendors to ensure a robust and competitive environment and believes that this approach will enhance the quality of operations and foster innovation and drive efficiency for customers and stakeholders.
7. Any other facts supporting the justification:
OCIO has been working on a follow-on acquisition; however, in calendar year 2025 it experienced a significant reduction in force and organizational restructuring, resulting in the loss of key personnel who would have otherwise managed the transition to a new award. The staffing shortfalls have severely constrained the capacity of the entire acquisition team, causing timeline goals for a competitive solicitation and the resultant award to shift. Additionally, the Government shutdown from October 1, 2025 to November 12, 2025, reduced OCIO acquisition staff and disrupted progress. This request for a sole source task order is solely intended to allow sufficient time to research and plan for and conduct a new competitive solicitation. OCIO OPS has been diligently working on the development of a new contract to enhance its operational efficiency and effectiveness. This sole source is crucial to maintaining the integrity and continuity of the services that are provided to the IT customers and stakeholders.
