About this opportunity
The National Oceanic and Atmospheric Administration seeks removal and replacement of an existing roofing system with a new metal roofing system at the Newport Research Station in Newport, Oregon, with quotations due September 2, 2026 at noon PDT. The procurement is set aside exclusively for small businesses under NAICS code 238160, Roofing Contractors. Questions are due August 21, 2026 at noon PDT, and a mandatory site visit was held August 14, 2026, with an additional site visit on August 20, 2026.
Place of performance is Newport Research Station, Newport, Oregon. The project comprises three tasks: complete pole barn roof replacement (40-foot by 80-foot structure built in 1981) with a through-fastened metal roofing system using T13 ribbed panels, 18-gauge minimum steel with PVDF coating, designed for 110 mph ultimate wind speed per ASCE 7 and compliant with Oregon Structural Specialty Code and International Building Code; replacement of wooden fascia boards along the 80-foot length and corner trim using decay-resistant or preservative-treated wood (UC3B or better); and complete replacement of metal gutters and downspouts. The contractor must protect five active research fish tanks during construction and perform all electrical disconnection and reconnection through an Oregon-licensed electrician under Davis-Bacon Act prevailing wage classification ELEC0932-001.
Period of performance is nine months from award. The roofing system requires a minimum 20-year manufacturer material warranty and one-year contractor workmanship warranty. Evaluation criteria in order of importance are technical approach and capability, price, and past performance. A bid guarantee equal to 50 percent of bid price or $100,000 whichever is less is required. Performance and payment bonds at 100 percent of the original contract price are mandatory after award. The contract incorporates Davis-Bacon Act wage requirements and Buy American Construction Materials requirements.
