About this file

This is a Statement of Work (SOW) for pole barn roof replacement work at the Northwest Fisheries Science Center's Newport Research Station in Newport, Oregon. The work is owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS).

The project consists of three primary tasks. Task 1 involves complete removal and replacement of the existing roof on the Pole Barn (a 40-foot by 80-foot beam-on-post structure built in 1981) with a new through-fastened metal roof system using T13 ribbed panels by Metal Sales Manufacturing Corporation or equal. The roofing system must comply with Oregon Structural Specialty Code, International Building Code, ASCE 7 standards, and local amendments, with a minimum ultimate design wind speed of 110 mph for coastal exposure. Steel panels must be 18-gauge minimum with PVDF coating, installed with corrosion-resistant self-drilling screws featuring UV-resistant sealing washers. The work includes installation of flashings, penetrations, replacement of existing roof vents, and one permanent roof anchor rated for personal fall arrest systems. Task 2 requires complete replacement of wooden fascia boards along the 80-foot length and corner trims on four corners using decay-resistant or preservative-treated wood (UC3B or better) with primer and two coats of paint or solid-body stain. Task 3 involves complete replacement of metal gutters and downspouts using aluminum or PVDF-coated steel, sized in accordance with SMACNA standards or local code rainfall intensity.

The contractor must provide an OSHA-compliant safety plan and project schedule within 30 calendar days after notice to proceed, along with product data submittals including roofing system specifications, fastener patterns, manufacturer wind load data, gutter sizing, and color samples (all due 15 calendar days after NTP). The contractor has nine months from award to complete all work, which must minimize disruption to campus operations. Work hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, with 24-hour advance notice required for outside-hours work. The roofing system must carry a minimum 20-year manufacturer material warranty, and the contractor warrants all workmanship for one year from final acceptance. Contact information is provided for the Contracting Officer Representative (Thanh Minh Trinh, 206-860-6798) and Task Monitor at Newport (Karl Kligel, 206-573-0175).
