About this file

This is a Questions and Answers (Inquiries) Tracker for RFQ 1305M326Q0414, Newport Pole Barn Roof Replacement, a NOAA NWFSC project at the Newport Research Station. The document contains eight clarifications issued on August 21, 2026 (with one on August 13, 2026) addressing key requirements for the roofing system design, structural engineering responsibilities, product specifications, and utility work scope.

Structural design and engineering responsibilities are limited to verifying that the proposed roofing panel and fastener assembly satisfy ASCE 7 load and span requirements over the existing approximately 10-foot purlin spacing. Contractors must submit manufacturer-published engineering load tables and fastener installation details demonstrating compliance with 110 mph ultimate design wind speed, snow, and dead loads; PE-stamped structural calculations are only required if supplemental framing or structural modifications are necessary. The contractor bears responsibility for designing and installing any required supplemental framing if the selected panel cannot span 10 feet under code loads. Roofing panels must feature a factory-applied PVDF paint finish suitable for marine coastal exposure with a corrosion-resistant metallic substrate (Galvalume/ASTM A792, G90 Galvanized, or equivalent) and carry a minimum 20-year warranty explicitly including coastal/marine exposure without exclusions; a three-coat paint system is not mandatory unless required by the manufacturer to issue a non-excluded warranty. The contractor is responsible for all utility disconnection, temporary protection or relocation, and reconnection of light fixtures, electrical conduit, and ductwork interfering with roofing work, with all electrical work performed by an Oregon-licensed electrician under DBA wage classification ELEC0932-001. Additionally, the contractor must fully protect active research fish tanks (three 20-foot diameter, one 15-foot diameter, and one 4-foot by 16-foot) from construction debris and weather, with protective measures coordinated with the Task Monitor prior to starting overhead work. Product substitution requests proposing alternate roofing systems must include complete specification sheets and engineering data within the bid package for Government evaluation; pre-award substitution requests will not be reviewed.

1 21-Aug-26 1. Structural Engineering / Design Responsibility Section 3.1.1.4 states that design shall comply with ASCE 7 and include wind, snow, and dead loads. Section 3.1.2.1 further requires the roof system to be designed using site-specific parameters, including a minimum ultimate design wind speed of 110 mph.

Please clarify whether the intent is:

•A. The proposed roofing system, fasteners, and installa on are required to have manufacturer-published/engineered data demonstra ng compliance with the specified ASCE 7 design loads; or •B. The Contractor is required to retain a licensed structural engineer to perform project-specific structural analysis and design, including preparation of stamped structural calculations and/or drawings.

21-Aug-26 The Contractor is required to submit manufacturer-published engineering load tables and fastener attachment details demonstrating that the proposed roofing system meets or exceeds specified ASCE 7 design loads (110 mph minimum ultimate wind speed, snow, and dead loads) across the existing 10-foot purlin spacing. An Oregon-licensed structural engineer is only required if the Contractor proposes structural modifications or supplemental framing to support the panel system.

24-Aug-26 25-Aug-26

2 21-Aug-26 2. Existing Structure Section 3.1.4.2.3 states: “Provide engineered design or supplemental framing if required.”

Please clarify whether the Contractor is required to perform a structural analysis of the existing Pole Barn framing, including the existing rafters, purlins, posts, connections, and supporting structure, to verify that the existing structure is adequate for the applicable ASCE 7 wind, snow, and dead loads.

If analysis of the existing structure is required, please confirm whether the Contractor is responsible for providing PE-stamped calculations and drawings identifying any required structural modifications or supplemental framing.

21-Aug-26 No. The Contractor is not required to perform a global structural analysis or evaluation of the existing 1981 Pole Barn structure. The Contractor's structural responsibility is limited to verifying that the proposed metal roof panel and fastener assembly satisfy ASCE 7 load and span requirements over the existing ~10-foot purlin spacing. If the selected roofing panel cannot span 10 feet under code loads, the Contractor is responsible for designing, engineering (PE-stamped), and installing supplemental framing.

24-Aug-26 25-Aug-26

3 21-Aug-26 3. Roofing Panel / 10-Foot Purlin Span Sections 3.1.4.2.1 and 3.1.4.2.2 require the roofing system to accommodate approximately 10-foot purlin spacing and require the Contractor to verify the spanning capability of the proposed panel system.

Please confirm whether manufacturer engineering/data demonstrating that the proposed roofing panel and fastening system can accommodate the existing approximately 10-foot purlin spacing and specified design loads will satisfy this requirement.

If the proposed roofing system cannot accommodate the existing purlin spacing, please confirm that the Contractor is responsible for designing and installing supplemental framing/purlins necessary to support the new roofing system.

21-Aug-26 Confirmed on both points. Submitting manufacturer load tables demonstrating that the proposed panel (18-gauge minimum) and fastening system accommodate the ~10-foot purlin spacing under ASCE 7 design loads satisfies the span verification requirement. If the proposed panel cannot span 10 feet under design loads, the Contractor is responsible for designing and installing necessary supplemental framing/purlins at no additional cost to the Government.

24-Aug-26 25-Aug-26

4 21-Aug-26 4. Required Engineering Submittals Section 7.0 identifies roofing product data, fastener patterns/installation details, and manufacturer wind-load data as required submittals, but does not specifically identify PE-stamped structural drawings or calculations.

Please confirm whether PE-stamped structural drawings and calculations are required submittals for this project. If required, please identify the required scope of the structural engineering/design and whether drawings and calculations must be stamped by a Professional Engineer licensed in the State of Oregon.

This clarification is requested so that all offerors can include the same level of engineering and structural design services in their proposals.

21-Aug-26 PE-stamped submittals are not required for a standard panel installation. Manufacturer product data, fastener installation details, and wind load data per SOW Section 10.1 satisfy submittal requirements.

However, if supplemental framing or structural modifications are required to support the panel system, PE-stamped drawings and calculations prepared by a Professional Engineer licensed in the State of Oregon must be submitted for approval prior to construction.

24-Aug-26 25-Aug-26

5 21-Aug-26 Does a galvalume finished panel meet the specifications? 21-Aug-26 Bare (unpainted) Galvalume panels do not meet the specifications. Per SOW Section 3.1.4.3, roof panels must feature a factory-applied PVDF paint finish suitable for marine coastal exposure. Steel panels with a corrosion-resistant metallic substrate (such as Galvalume/ASTM A792, G90 Galvanized, or approved equal) featuring a factory-applied 70% PVDF (fluoropolymer) paint system—or an approved equal meeting all SOW performance and 20-year warranty requirements—are acceptable.

24-Aug-26 25-Aug-26

6 21-Aug-26 Does the paint finish need to be a triple coated paint because of proximity to the bay? 21-Aug-26 A 3-coat paint system is not strictly mandatory, provided the proposed system carries the full manufacturer warranty. Per SOW Sections 3.1.4.3 and 4.1, the roofing system must feature a factory-applied PVDF coating suitable for marine coastal environments and be backed by a minimum 20-year manufacturer material warranty that explicitly includes coastal/marine exposure at the project site without distance-to-water exclusions. If an offeror's paint manufacturer requires a 3-coat system (e.g., high-build primer or clear topcoat) to issue a non-excluded 20-year coastal warranty for Yaquina Bay, the Contractor must include that system in their proposal.

8 13-Aug-26 SOW para. 10.2 Product Substitution Submittal Requests states to Submit all product substitution requests to POC for substitution approval. Allow 7 days for review. Should this be after award or may we submit request for an alternate Metal Roof System/Manufacturer prior to bid due date?

21-Aug-26 The Government will not review or approve substitution requests prior to the bid due date. Because the solicitation specifies an "or equal" requirement, offerors proposing alternate roofing systems must include complete product specification sheets, technical data, finish details, and engineering load tables directly within their bid/proposal package. The Government will evaluate whether proposed alternate products satisfy all SOW performance and structural requirements during proposal evaluation. Post-award substitution requests will be processed in accordance with SOW Section 10.2.
