About this file
This is a Statement of Work (SOW) for pole barn roofing replacement at the Northwest Fisheries Science Center's Newport Research Station in Newport, Oregon, dated 08/24/2026.
The work encompasses three primary tasks: (1) complete pole barn roof replacement with a through-fastened metal roofing system specified as T13 ribbed panel profile (18-gauge minimum steel with PVDF coating), including flashings, penetrations, roof vent replacement, and installation of one permanent roof anchor rated for personal fall arrest systems; (2) replacement of all wooden fascia boards along the 80-foot length and corner trim on four corners using decay-resistant or preservative-treated wood (UC3B or better) with primer and two coats of paint; and (3) complete replacement of metal gutters and downspouts along the 80-foot length and four corners using aluminum or PVDF-coated steel, sized per SMACNA standards. The pole barn measures 40 feet wide by 80 feet long with a relatively flat roof at approximately 11 feet height and was constructed in 1981. The roofing system must be designed for a minimum ultimate wind speed of 110 mph per ASCE 7, comply with Oregon Structural Specialty Code and International Building Code, and accommodate approximately 10-foot purlin spacing. All materials and fasteners must be corrosion-resistant and suitable for marine coastal environments, with measures to prevent galvanic corrosion between dissimilar metals. Critical special site requirements include continuous protection of five active research fish tanks during construction, utility disconnection and reconnection by an Oregon-licensed electrician, compliance with OSHA fall protection standards, daily debris removal, and work conducted Monday through Friday from 8:00 a.m. to 4:30 p.m. The contractor must provide roofing system product data, fastener patterns, manufacturer wind load data, gutter size specifications, and color samples within 15 calendar days after Notice to Proceed. The period of performance is nine months from award date. Warranty requirements include a minimum 20-year manufacturer's material warranty for the roofing system and one-year contractor workmanship warranty. Contact information is provided for the Contracting Officer Representative (Thanh Minh Trinh, NOAA/NMFS) and Task Monitor (Karl Kligel) at the Newport Research Station.
