About this opportunity
The Defense Logistics Agency has issued a Special Notice regarding a new solicitation strategy for the FEDMALL program. FEDMALL is an online ordering and payment system for commercially available products used by the Department of Defense and other government agencies.
The purpose of this Special Notice is to provide an overview of the upcoming FEDMALL solicitation. The solicitation will establish multiple indefinite delivery/indefinite quantity contracts for commercially available off-the-shelf items to be ordered through the FEDMALL system. Proposals are due by February 15, 2024, and the base period of performance is five years. The maximum contract value will be determined individually based on sales history, with a minimum of $100 guaranteed per contract. The solicitation will include small business set-asides, and all ordering and payments will be conducted electronically through the FEDMALL and DFAS WAWF systems. Vendors will be able to provide any combination of the products listed across multiple Special Item Numbers.

The purpose of this post is for Synopsis Amendment 02
The purpose of this amendment is to inform vendors that the solicitation (when posted) will be brand name or equal for the products listed. DLA has established a minimum percentage a vendor must propose within each product category. Vendors must provide offers for a minimum of thirty (30) percent of items within an established product category for vendors to be considered for award under that category. Proposals that do not meet the minimum percentage, however, can be considered for award if there are no other offerors who meet the minimum.
