About this opportunity
The Pawnee Indian Health Center, under the Indian Health Services (IHS), a component of the Department of Health and Human Services, is seeking new dental instruments and supplies to replace current equipment and ensure regulatory compliance. The procurement includes 16 line items covering various dental instrument kits (restorative, oral surgery, endodontic, exam, handpiece, pediatric variants), individual forceps models, mirrors, syringes, and ancillary supplies. Vendors must provide instruments that comply with specific Instructions for Use (IFU) parameters, particularly steam sterilization requirements at either 250°F/121°C for 30 minutes or 270-273°F/132-134°C for 4 minutes, with electropolished stainless steel cassettes featuring rounded corners and single locking mechanisms. The contract will be awarded using the Lowest Price Technically Acceptable evaluation method, with technical compliance ranked as the most important factor, followed by price, and past performance with three references as the third factor. Quotations must be submitted by February 24, 2026, at 2:00 p.m. CDT via email to Purchasing Agent Amber Chavez at amber.chavez@ihs.gov.
This is a 100% Buy Indian set-aside acquisition, meaning only Indian Economic Enterprises (IEEs) with 51% or greater Indian ownership are eligible to compete. No incumbent contractor information is provided in the solicitation documents. The procurement encompasses substantial quantities including 25 restorative kits, 15 oral surgery kits, 35 exam kits, 25 handpiece cassettes, approximately 77 individual forceps units across 19 different models, and various other instruments and supplies, though no specific budget range is disclosed. The contractor must deliver all items pre-packaged in cassettes within 60 days after receipt of order, with oral surgery forceps requiring a lifetime warranty against manufacturing defects and workmanship. Performance of work will take place at the Pawnee Indian Health Center, located at 1201 Heritage Circle, Pawnee, Oklahoma 74058, and the contractor must provide customer support including readily available representatives, repair or replacement services for one year from invoice date, and a toll-free service line staffed during business hours from 8:00 a.m. to 4:30 p.m., Monday through Friday.
