About this opportunity

The US Department of Agriculture Forest Service is seeking a contractor to remove approximately 7,408 tons of woody debris from the Neal's Creek Helipad area in the Pisgah National Forest following Hurricane Helene damage. The project involves sorting and removing flood-contaminated woody biomass from 10 debris piles across 3 acres of a 10-acre project area, with requirements to separate burnable materials from flood debris and use specialized equipment like air curtain burners, incinerators, or carbonizers for woody biomass over 6 inches in diameter. The Forest Service has established a secondary objective to explore selling processed material for biochar markets as a soil amendment in areas devastated by the hurricane, working in partnership with Haywood County Soil & Water District. Contractors will be evaluated based on their technical approach to debris removal, past performance, and benefit to the local community, including safety protocols, equipment suitability, and local workforce utilization. A mandatory site visit was conducted on September 3, 2025, and proposals are due by September 15, 2025 at 10:00 AM ET.

This solicitation is set aside for HUBZone small businesses with a size standard of $34 million and operates under the NAICS code 115310 for Support Activities for Forestry. The contract is structured as a firm-fixed price Integrated Resource Service Contract with a performance period extending from award through March 15, 2026, and payment will be made on a lump sum basis with tonnage estimates provided for each debris pile. The project location is specifically at Neal's Creek Helipad in Yancey County, North Carolina, accessed via the currently closed South Toe River Road (Forest Service Road 472). The work site encompasses approximately 10 acres total with debris concentrated on roughly 3 acres, and contractors will have access to water from Neal's Creek for equipment operations. Additional requirements include revegetating any disturbed ground according to the solicitation's revegetation plan and obtaining necessary burn permits from the North Carolina Forest Service for debris disposal operations.

NEAL’S CREEK DEBRIS REMOVAL IRSC -PISGAH NATIONAL FOREST, APPALACHIAN RANGER DISTRICT

Description of Work –  The objective of this project is to restore the Neal’s Creek Helipad area by removing woody debris from a temporary storage site from Hurricane Helene. The woody debris was removed from roads post Hurricane Helene flooding to give access to residents.  The woody debris has been dumped in a road bed and at the edge of the Neal’s Creek Helipad.  Secondary, is to seek an opportunity to sell material for a developing biochar market (e.g., as a soil amendment in areas devastated by Helene).
