About this file
This Technical Specifications document is for a debris removal project in the Pisgah National Forest's Appalachian Ranger District, focusing on removing woody debris from the Neal's Creek Helipad area following Hurricane Helene. The project involves sorting and removing 10 debris piles totaling approximately 6,805 tons across 3 acres, with objectives to restore the area and potentially sell material for biochar markets. Contractors are required to separate woody biomass from flood debris, remove non-burnable materials, and pyrolyze/incinerate woody biomass larger than 6 inches in diameter using a Carbonizer or Air Curtain Burner.
Payment will be made on a lump sum basis, with tonnage estimates provided for each of the 10 debris piles and provisions for potential remeasurement if the contractor believes the initial tonnage estimate is incorrect. The Forest Service will conduct periodic inspections, and contractors will be paid 100% of the bid rate if work meets acceptable quality levels. The project also includes a requirement to revegetate disturbed ground per the solicitation's Revegetation Plan, with the work to be conducted in partnership with the Haywood County Soil & Water District.

Neal’s Creek Debris Removal IRSC Pisgah National Forest Page 1 of 4 Appalachian Ranger District
Revised 01.06.2022
APPENDIX A
TECHNICAL SPECIFICATIONS FOR SERVICE WORK ITEMS
SECTION I – DESCRIPTION OF WORK:
The objective of this project is to restore the Neal’s Creek Helipad area by removing woody debris from a temporary storage site from Hurricane Helene. The woody debris was removed from roads post Hurricane Helene flooding to give access to residents. The woody debris has been dumped in a road bed and at the edge of the Neal’s Creek Helipad. Secondary, is to seek an opportunity to sell material for a developing biochar market (e.g., as a soil amendment in areas devastated by Helene). The project area is 10 acres with woody debris piles on approximately 3 acres with an estimated 6,805 Tons. The South Toe River Road (Forest Service Road 472) is closed pursuant to 36 CFR 261.50 (a) and (b) following Hurricane Helene. This woody biomass debris has been contaminated with flood water and can not be ground for mulch, disposed of at a private or public wood disposal yard or a designated final designation for debris site(s). The Forest Service also needs to be part in solving the no market for pulpwood products in WNC in partnership with Haywood County Soil & Water District.
SECTION II – WORK ITEMS
Item 1: Sort and remove flood debris piles:
Lump Sum
1. Remove Flood Debris:
a. Sort debris piles to separate woody biomass debris from flood debris and other non-burnable material
(e.g. rocks, metal material).
b. Flood debris, larger than 2 feet by 1 feet piece size, and other non-burnable material are to be and hauled off National Forest.
c. Natural materials from the flood, such as rocks may be scattered back into wooded areas within the contract area.
2. Pyrolyze Woody Biomass:
a. Pyrolyze/Incinerate Biomass, using Carbonizer (defined Section VI) or Air Curtain Burner (defined
Section VI), woody biomass larger than 6 inches in diameter and greater than 1 foot in length.
b. All resultant materials shall be removed from the National Forest. Forest Service has secured a delivery site to accept pyrolyzed/incinerated material at the Haywood County Soil & Water District, 589 Raccoon Road, Suite 203, Waynesville, NC. Delivery to this site is not required.

3. All disturbed ground will have to be revegetated per the Revegetation Plan in the solicitation.
SECTION III – INSPECTION AND ACCEPTANCE
For All Work Items:
At any point during the project, the Contractor and/or Project Manager may request (documented through email, text, or hand-written request) in the field consultation with the Forest Service to inspect work progress, review contract specifications, or clarify issues. The Forest Service shall respond to Contractor’s request within 5 working days, excluding weekends and federal holidays.
GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN
Government Inspection Procedures - Ocular Inspection Checklist - The COR, or a designated inspector (GTM), will make periodic inspections while work is in progress, usually daily at first, as needed to assure work is proceeding satisfactorily. The Contractor shall notify the COR when units are started, when problems are encountered and when contract work needs government oversight.
1. Each pile will be inspected as a separate pile. Unit will not be averaged with other piles for acceptance or payment.
2. When removal of piles is completed and ready for government inspection, Contractor’s designated
Project manager shall request inspection in writing, prior to moving out of the general area.
3. The COR, or designated inspector, will determine compliance with contract specifications through ocular inspection checklist. In the event visual inspection indicates work to be in non-compliance with specifications, prompt corrective action and/or rework shall be required.
Reinspection Upon Contractor Request
1. If Government inspection results are unacceptable to the Contractor, a reinspection may be requested, in writing, within 5 business days after receipt of notice of said inspection results. The same inspection procedure will be used.
2. If reinspection results – rounded up to the nearest whole percent – indicate a variance of more than 5 percent from the first inspection, the results of the second inspection will be used to calculate work quality and payment, and the Government will bear the cost of reinspection.
3. If reinspection results – rounded up to the nearest whole percent – are within 5 percent of the first inspection, plots from the initial inspection and the reinspection will be combined and used to calculate work quality and payment, and the Contractor shall bear the cost of reinspection.
Government Inspection Procedures – Items 1
1. Ocular inspection checklist indicates acceptable work quality, the Contractor will be paid 100 percent of their bid rate.

SECTION V – PAYMENT METHODS
Method of Measurement for Lump Sum
Tons were estimated by measuring the width x length x height of the woody debris piles to get a volume. That volume was converted into cords and then tons and assumed 2 tons per cord. There are 10 piles all with documented measurements. Payment will be paid by percentage of the job. The tonnage estimate for each pile is stated under item 1 and is final unless:
a. The contract is modified or,
b. The Government makes a determination to remeasure or,
c. The Contractor exercises his/her option under the following Remeasurement provisions:
Remeasurement
1. The Contractor may request, in writing, remeasurement of any pile under this contract if he/she feels that tonnage stated in tables is incorrect. The remeasurement must be within the existing footprint of the respective pile. All requests for remeasurement must be made prior to any sorting and removal of piled material. Remeasurement will be carried out by the Government.
2. If remeasurement indicates that a variance of fifteen percent or less exists, the Contractor shall pay for the actual costs of the remeasurement. Under this condition, payment will be made on the tonnage stated in the item tables. If the remeasurement indicates the actual tonnage varies by more than fifteen percent, the payment will be made on the remeasured tonnage and the Forest Service will pay for the cost of the remeasurement.
Acceptance and Payment
1. If informal visual inspection indicates acceptable work quality, the Contractor will be paid 100 percent of the lump sum rate.
a. Progress/partial payments may be agreed to using the percentages stated in item 1 tables.
b. Refer to solicitation clause 21 for final payment terms.
2. Only one rework opportunity will be allowed for these items.
SECTION VI – DEFINITIONS
AIR CURTIAN BURNER: also known as air curtain incinerators are pieces of equipment that create a fast-moving curtain of air across the top of the refractory box (a refractory box looks similar to a large dumpster from the outside, but inside it is lined with special heat-resistant refractory material.)
ACCEPTABLE QUALITY LEVEL (AQL): Acceptance of work will be based on compliance with all specifications corresponding to the appropriate task(s). A minimum AQL is required for all service work – hand or mechanical. The minimum AQL will receive a satisfactory performance rating.
CARBONIZER MACHINE: is an industrial equipment designed to convert organic materials, such as biomass and waste, into valuable products like biochar, charcoal, and carbon-rich materials through a process known as carbonization or pyrolysis.
