About this file

This is an Amendment (001) to a solicitation for Neal's Creek Debris Removal IRSC (Integrated Resource Service Contract) for the Pisgah National Forest, Appalachian Ranger District. The amendment documents a site visit conducted on September 3, 2025, which included representatives from Forest Service and multiple logging, construction, and environmental services companies. The site visit location was the Neal's Creek Heli-pad in Yancey County, with key discussions covering project details such as proposal submission, two bid items, woody debris sorting, and burning operations.

The amendment provides specific clarifications from the site visit, including: permission to trim limbs along Forest Service Road 472, water availability for drafting from Neal's Creek, restrictions on biomass burning (requiring air curtain burners, incinerators, or carbonizers for woody biomass over 6 inches in diameter), no daily operating period limitations, and confirmation that N.C. Forest Service will issue burn permits. The response date for proposals is explicitly noted as not being extended with this amendment, maintaining the original submission timeline for the solicitation.

Summary:

The overview of the project was provided by Bryan Killian. Bryan reviewed the solicitation information of when proposals are due and who to send the proposals to. Bryan then proceeded to review the two bid items in the solicitation. The group then went up to the project area and reviewed the piles of woody debris. There was some construction lumber with rebar fixed together. That was pointed out as an example of the sorting that would take place. It was explained the non-biomass material sorted would have to be disposed of properly.

The field was reviewed as a place to set the burning operations and where the water access was from Neal's Creek. Discussed the byproduct of burning the biomass and that it could go to Haywood County Soil & Water but wasn't a requirement, but it had to be removed from the site post operations.

Discussion/Clarifications:

1. Q: Can we trim the limbs back along the Forest Service Road?

A: Yes, limbs can be trimmed back along FSR 472 to facilitate hauling and moving of equipment.

2. Q: Is there water available for drafting?

A: Yes, water may be drafted from Neal’s Creek.
