About this opportunity
The Federal Highway Administration's Central Federal Lands Highway Division issued an Invitation for Bid (IFB #6982AF25B000015) to procure roadway reconditioning and re-graveling services for up to 73.742 miles of existing gravel Minuteman Missile Access Roads across six counties in North Dakota. The project involves adding a 4-inch aggregate surface course with a maximum width of 24 feet and a 4% crown to support the Air Force Intercontinental Ballistic Missile Program. Key contract requirements include providing a Quality Control Manager on-site, using Masterworks project management software, sourcing water independently, and adhering to specific aggregate material specifications and federal acquisition regulations. The contract is structured as a Fixed-Price Variable-Scope (FPVS) procurement, meaning contractors bid on the mileage they can complete within the $4,335,000.00 budget limit, with work prioritized according to the project schedule. The solicitation deadline for proposals was December 16, 2025, with questions and answers posted through December 8, 2025, and work scheduled to begin no earlier than May 1, 2026 and complete by August 14, 2026.
This is a total small business set-aside contract, restricting competition to qualifying small businesses. The bid tabulation report dated March 13, 2026 identified two responsive bidders—Blu Riderz and Bookcliff Partners, LLC—both submitting bids at the full $4,335,000.00 project cost. The engineer's estimate was also set at $4,335,000.00 for approximately 34 miles at $127,500 per mile, though actual award mileage varies based on bidder proposals and pricing. The contract is estimated at $4,335,000.00 total value with performance expected to span approximately 3.5 months from work start to the August 14, 2026 completion date. Work will be performed at Minot Air Force Base and throughout six counties in North Dakota (McHenry, Ward, McLean, Sheridan, Mountrail, and Renville), with operations limited to weekday daylight hours.

PROJECT NUMBER: ND OMAD 2024(1)
PROJECT NAME: Minuteman Missile Access Roads
PROJECT DESCRIPTION:
ND OMAD 2024(1)- The Office of Missile Air Defense Program (OMAD) is a Defense Access Road (DAR) program used by the Department of Defense (DoD) to fund the annual maintenance and improvements on certified gravel roads. FHWA works with the Military Surface Deployment and Distribution Command (SDDC) to support the Air Force Intercontinental Ballistic Missile Program (Minuteman). These Minuteman Missile Access Roads are located in 6 counties within North Dakota.
In cooperation with the Minot Air Force Base and Central Federal Lands Highway Division, this project includes re-graveling up to 73.742 miles of existing gravel Minuteman Missile Access Roads in various counties within North Dakota. The intent of this project is to provide necessary aggregate road maintenance for select routes utilized by the United States Air Force.
With a fixed-price variable-scope contracting method, less mileage may be awarded. The total amount of miles included in the scope will be dictated by the mileage awarded. The project PS&E will provide a prioritized schedule of roadways to be improved that is anticipated to include up to 73.742 total miles of roadway reconditioning and re-graveling of existing aggregate surface roads.
SCOPE OF THE WORK:
The work includes roadway reconditioning and adding four inches of aggregate surface course. All proposed work is to stay on the existing roadway bench. The proposed typical section consists of reconditioning the existing gravel roadway per Section 303 and adding an additional 4-inches of Aggregate Surface Course with a maximum width of 24-feet. A 4% crown is proposed or as approved by the CO. The Contractor will need to taper down the proposed aggregate surface, per the typical section, at applicable locations.
